INVITATION TO BIDDERS
Sealed bids for performing the Contract identified below will be received by the Passaic Valley Water Commission, at its offices located at 1525 Main Avenue, Clifton, New Jersey, on Tuesday, February 10, 2026 at 2:00 p.m., local time, at which time and place said bids will be publicly opened and read. No bids shall be received after the time designated in this Invitation to Bidders.

ELECTRICAL SYSTEMS INSPECTION, MAINTENANCE, TESTINGAND PROTECTIVE DEVICE CALIBRATION
This Contract shall require performing inspections, maintenance, testing, and calibration of electrical distribution systems at multiple PVWC facilities. The purpose of this contract is to ensure the safe, reliable, and compliant operation of low‑ and medium‑voltage electrical equipment, protective devices, motors, cables, and related components. Work includes performing field inspections, preventive maintenance, functional testing, protective device calibration, and updates to system documentation in accordance with the contract documents and current ANSI/NETA MTS and NFPA 70B standards.
A non-mandatory pre-bid conference will be held on Wednesday, January 21, 2026 at 10:00 a.m. prevailing time at the Little Falls Water Treatment Plant (Auditorium) located at the intersection of Union Boulevard and Riverview Drive in Totowa, New Jersey. Representatives of the Commission will be present to discuss the project. In the event a bidder cannot attend the pre-bid conference and site inspections, a prospective bidder may schedule an inspection of the Owner’s facilities up to ten (10) days prior to the bid opening date. Bidders are encouraged to attend and participate in the pre-bid conference and site inspections.
Information and Instructions for Bidders, Specifications and other Contract Documents are available in electronic form by forwarding an e-mail request to Lisa Bresemann at lbresemann@pvwc.com. Each submission shall be provided on the standardized forms as supplied in the submission package and the said standardized forms shall not be modified or altered in any way.
Bidders shall comply with the requirements of the Local Public Contracts Law N.J.S.A. 40A:11-1 et. seq. as supplemented and amended; Ownership Disclosure Notice (P.L. 1977, c 33) N.J.S.A. 52:24.1 and Affirmative Action Requirements. (P.L. 1975 c 127) N.J.S.A. 10:5-32 in addition to other applicable State Laws.
The Contractor shall submit any questions regarding the bid documents by no later than ten (10) business days prior to the bid opening to the project representative listed in the bid documents.
The successful bidder for the Contract shall be required to comply with the prevailing local minimum wage rates as determined by the New Jersey Department of Labor.
Within the parameters established by the governing law, the Commission reserves the right to reject any and all bids or to waive minor informalities or irregularities in the Proposals received and to award the contract to the lowest responsible bidder.
