PROJECT DESCRIPTION
The 156th Wing, at the Muniz Air National Guard Base, Carolina, Puerto Rico intends to issue a Request for Quotes conducted under the Revolutionary Federal Acquisition Regulation (FAR) Part 12 procedures for commercial services to award a single firm fixed-price contract for services, non-personal, to provide all supervision, transportation, labor, materials, equipment, fuel and any other needed materials and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished items, to perform Fiber Optic relocation to existing infrastructure to a new facility within the base, with a completion date of no later than 60 calendar days from delivery of contract. at 156th Wing Muñiz Air National Guard Base, Carolina, Puerto Rico.
Awarded contractor shall install, terminate, and test new primary and physically diverse redundant single-mode fiber optic cables between designated base facilities. This includes installing fiber optic patch panels, comprehensive testing, and providing all associated documentation
Work shall be in accordance to specifications contained in the Scope of Works (SOW) incorporated in this solicitation. Contract completion time is 60 calendar days after receipt of contract to include inspection and punch lists.

SITE VISIT INFORMATION:
Our agency will host a site visit on August 3, 2026, 9:300 AM AST (local time), to be held at the 156th Wing Air National Guard Base Muñiz, Carolina, P.R. Interested contractors are encouraged to attend. Although not mandatory, scheduled site visit is critical. We are trying to mitigate potential risks and damages for the government and contractor by showcasing the project level of effort. We suggest you carry all necessary material to take notes/measurements during the visit, as needed. No questions will be answered during the visit, instead they will be answered in writing by responding to questions via requests for information (RFI), The solicitation and associated information will be available only from the Contract Opportunities page at SAM.gov.
To obtain installation access, interested parties must submit a request for attendance no later than 2:00 PM CT on July 31, 2026, to angel.solis.2@us.af.mil
The request for attendance must include:
- Firm Name and Telephone Number
- Visitor (s) Name
- Copy of valid Real ID Act compliant Driver’s License and or US Passport.
IMPORTANT BASE ACCESS NOTICE: 156th Wing Air National Guard Base Muñiz is a secure Air Force installation. Access is controlled strictly by security forces. For those processing on-site, you must bring a valid state/federal ID, current vehicle registration, and proof of vehicle insurance. Concealed carry, open carry, and personal firearms of any kind are strictly prohibited on the installation.
IMPORTANT INFORMATION:
1. This solicitation is subject to the Federal Acquisition Regulation (FAR). Quoters should carefully review the attached Wage Determination. While the Wage Determination may contain language referencing the implementation of Executive Order 14026 (Increasing the Minimum Wage for Federal Contractors), the application of Executive Order 14026 and its implementing regulations under this contract are governed by the FAR. As of the date of this solicitation, Federal Acquisition Regulation FAC Number 2025-05 has not issued any amendments to FAR clause52.222-55. Therefore, FAR clause 52.222-55, Minimum Wages for Contractor Workers Under Executive Order 140 as currently in effect under the FAR, will be incorporated into any resulting contract. Although Executive Order 14026 has been rescinded, implementing language and regulations rescinding FAR 52.222-55 have not been issued.
Therefore, FAR 52.222-55 remains in full force and effect until formally modified or rescinded through the FAR. Quoters are responsible for understanding and complying with all applicable FAR clauses, including, but not limited to, FAR clause 52.222-55, as currently in effect. Any inconsistency between the attached Wage Determination and the requirements of FAR clause 52.222-55 shall be resolved in favor of the FAR clause. By submitting a quote in response to this solicitation, the quoter acknowledges and agrees to the terms and conditions set forth in this information.
2. The provisions FAR 52.212-1 and 52.212-2 apply to this acquisition.
REQUESTS FOR INFORMATION (RFIs):
Requests for Information shall be submitted on or before 2:00 PM CT on August 7, 2026, to the following email address: angel.solis.2@us.af.mil . Information provided at the site visits, as well as questions, shall not change/qualify the terms and conditions of the solicitation. Any needed changes to the solicitation will be implemented via a formal amendment.
Tentative date for posting our agency responses in the SAM.gov notice is on or about August 12, 2026 by close of business (4:00PM).

Project specifics, full instructions to offerors, and evaluation criteria can be found in the attached Standard Form (SF) 1449 Addendum to clause 52.212-1, Instructions to offerors and associated documents.
A complete bid package must contain the following:
- Offer, Standard Form (SF) 1449 blocks 17a. and 30 (complete all letters)
- Under Section B “Supplies or Services & Prices or Costs” page 3 - all items must be priced and totaled (CLIN 0001)
- Items listed under clause 52.212-2 Evaluation -Commercial Products and Commercial Services (List of equipment and/or types of skill sets and or disciplines needed from laborers based on solicitation Statement of Works and proposed project schedule)
