This project is subjectto Davis-Bacon wages. The Town of Jerome will accept bids from qualified firms registered with theArizona Registrar of Contractors to perform the following services:Installation of approximately 1500 linear feet of 6-inch DR 14 C900 PVC (updated) water line that willconnect to the water line on Gulch Road and to change the path of water lines that serve the length ofDeception Lane. Improvements include installation of a regulator station on Deception Lane andhydrants at the end of Deception Lane. The dirt roadway will be regraded and drainage corrected asneeded after water lines are replaced and fire hydrants are installed.The project will take place at Deception Lane in Jerome, Arizona. The project location is south ofHighway 89A, approximately 1.7 miles from downtown Jerome traveling east on 89A.Bidding documents are available starting December 16, 2025, by contacting Richard S. Ormond, NACOG,1000 Ainsworth Dr. #C320, Suite F, Prescott, AZ 86305; 928-445-0211 or rormond@nacog.org.A pre-bid meeting will be held on Thursday, January 8, 2026, at 10:00 a.m., at Jerome Town Hall, 600Clark Street, Jerome, AZ 86333. Minutes from the conference will not be produced, therefore, it isencouraged that attendees take notes as appropriate. The pre-bid meeting is not mandatory, but it ishighly recommended that all bidders visit the project site to become aware of the conditions.Any request for an explanation of the meaning or interpretations of the bid shall be submitted no laterthan January 22, 2026. If interpretations or explanations are warranted, the response will be issued asan addendum to the bid and will be emailed to all those on the bidders list by end of day on January 26,2026. All written request(s) shall be directed to rormond@nacog.org. Oral interpretations orclarifications will be without legal effect.All bids must be on a lump-sum basis. Segregated bids will not be accepted. Bids must be sealed, labeled“Sealed bid for Jerome Deception Lane Water Line Improvements” and delivered to Town of Jerome, 600Clark Street, Jerome, AZ, no later than 2:00 p.m. on January 29, 2026. See attached plans and specifications.SCOPE OF WORKThe Contractor shall furnish all materials, labor, equipment, services, transportation, and perform all thework for the project known as Deception Lane Water Line Improvements, as called for in the plans andspecifications. The successful Bidder will be required to lend all possible assistance in the preparation,investigation and documentation necessary for compliance with all applicable Davis Bacon/Federal LaborStandards, and other requirements of the Arizona Department of Housing, CDBG Program. The successfulBidder should be prepared to comply with all local, state, and federal safety and environmentalrequirements. The project shall be accomplished in accordance with all federal program and statestatutory requirements to include Executive Orders, Administrative Rules and Regulations.A pre-bid meeting will be held on January 8, 2026, at Jerome Town Hall, 600 Clark Street, Jerome, AZ86333. Minutes from the conference will not be produced, therefore, it is encouraged that attendeestake notes as appropriate. It is highly recommended that all bidders visit the project site to becomeaware of the conditions.Construction contractors are required to be registered and current in the federal SAM (System ofAward Management) system and have a Unique Entity ID number. The website for registration is:https://www.sam.gov.BIDSTo be considered, one (1) original and one (1) copy of the submittal documents must be provided inaccordance with the Instructions to Bidders included in this bid package.Bids must be sealed, labeled “Sealed Bid for Jerome Deception Lane Water Line Improvements” anddelivered to the Town of Jerome, 600 Clark Street, Jerome, AZ, no later than 2:00 p.m. on January 29,2026. Mailed bids should be sent to PO Box 335, Jerome, AZ 86333, and must be received by thedeadline. Faxes are not acceptable. Late bids will be returned unopened. It is the bidder’s responsibility toensure proposals are received at the above location on or before the specified time. Bids will be openedimmediately following the submission deadline and total amounts will be read aloud. Failure of the Bidderto complete all of the bid documents may result in rejection of the bid.A bid security in the form of a certified check, cashier's check, or bid bond in the amount of 5% of the bidshall accompany each bid. Bonding companies issuing acceptable bonds in conjunction with this projectmust hold a certification of authority to transact surety business in Arizona as issued by the Director of theDepartment of Insurance. All bid security shall be made payable, without condition, to Grantee. Said bidPage 3 of 70security shall be considered liquidated damages and shall be forfeited to Grantee in the event the proposalis accepted and the successful Bidder fails to execute the Contract and furnish the required bonds withinten (10) workings days after the notice of bid award.The project shall be accomplished in accordance with all federal program and state statutory requirementsto include Executive Orders, Administrative Rules and Regulations.Any request for clarification or further information shall be submitted no later than January 22, 2026, torormond@nacog.org. If warranted, the response will be issued as an addendum to the bid and will beemailed to all those on the bidders list by end of day on January 26, 2026. This response shall serve as anaddendum to the Invitation to Bid and become part of the Grantee’s bid package. Oral interpretations orclarifications will be without legal effect.Grantee reserves the right to accept the lowest, responsible bid; to consider alternatives; to reject any orall bids; and to waive irregularities or information in any bid. Bids received after the specified time ofclosing will be returned unopened. Grantee also reserves the right to hold any or all bids for a period ofthirty (60) days after the date of opening. Bidders will not be allowed to withdraw submitted bids duringthe thirty (60) day period.INSTRUCTIONS TO BIDDERSBidders are requested to keep the narrative portion of their submittal (responses to Contractor'sQualification Statement) to no more than five (5) pages. The submittal is to contain all information listedand in the order listed on the Bid Cover Sheet/Checklist, which is included in this section. Submit oneoriginal and one copy of the submittal, which shall be sealed and filed at the time and place indicated inthe Invitation to Bid. Bidders must adhere to the following:1. Amendments, Addenda, Revisions, and other changes to the bid will be emailed to all those on thebidders list by end of day on January 26, 2026.2. Utilizing the form provided, complete the Bid Form and bid schedule.3. Utilizing the form provided, plus attachments (if necessary), complete the Contractor's QualificationStatement, being certain to include the following information:a. Include information concerning the firm's experience in the past five years in theconstruction of similar projects and any funded with federal dollars subject to Davis-Bacon.List the most representative projects. Be certain to include information on how to contact theowner as these references will be verified during the scoring process.b. Please identify the project team and submit short resumes of the key personnel.c. Provide a list of current major project commitments by the firm.3. Utilizing the form provided, identify subcontractors. No change of the subcontractors namedtherein will be made unless first approved in writing by Grantee.4. Provide a timeframe for project completion in your own format.5. Utilizing the form provided, submit the LS-2 Contractor's Certification Concerning Labor Standardsand Prevailing Wage Requirements.
