Summary

Pierce County Facilities Management Department (County) is soliciting Statement of Qualifications from experienced firms or teams to provide Owner Advisor (OA) and Construction Administration (CA) services to Pierce County on yet-to-be designed Renovation of the 2002 Jail and new Justice Center. This includes but is not limited to initially consulting on alternative delivery and later construction administration services dependent upon County’s need for execution of the following two projects.

Project 1: Pierce County 2002 Jail Renovation located at 701 Nollmeyer Lane, Tacoma, WA 98402 Tacoma, Washington.

Project 2: Reimagining Juvenile Justice, a new Juvenile Justice and Detention Center located in Tacoma Washington on the site of the current Remann Hall Juvenile Detention Center, 5501 6th Ave, Tacoma, WA 98406

The selected firm/team for the Owner Advisor (OA) / Construction Administration (CA) contract will bring deep expertise and strength in Washington State’s Alternative Design Process/ Project Delivery processes to guide the County from pre-design through project closeout. The County seeks a partner with experience in advising public agencies in recommendations of preparation, training, processes, next steps throughout the project, and experience in construction administration and third party scope, schedule, and cost reviews on large capital project of similar size and nature as indicated above.

Pierce County will separately be soliciting for qualified Architect/Engineer firm/teams to conduct a pre-design phase for each project, and dependent upon final procurement recommendation, this separate contract may continue on through other phases of design and project execution. At the end of pre-design, the Owner Advisor will make a recommendation to the County regarding the project delivery method for achieving the County’s project implementation goals. The Owner Advisor should be capable of identifying the pros and cons of each method to determine the best overall value in scope, schedule and budget.

If Alternate Delivery is selected by the Owner, the Owner Advisor from this RFQ will be listed on the Project Review Committee (PRC) application as the Owner Advisor for the County for the duration of the alternate delivery for said project(s) per RCW 39.10.280 (C). The Owner Advisor and any subconsultants shall not be part of an alternative delivery A/E or design-build team. Alternative delivery options include, but are not limited to the following:

• Design Bid Build (DBB)

• Design Build (DB)

• Progressive Design Build (PDB)

• General Contractor/Construction Management (GC/CM)



Background

It has been more than a decade since Pierce County executed its last alternative delivery project utilizing GC/CM and most people and processes involved are no longer present at the County. Pierce County is in the early development of each project and recognizes that these projects could benefit from alternative delivery. Previous master plan studies have been completed on each project, and the Remann Hall Juvenile Justice Task Force is publishing their final recommendation report. The 2026-27 budget includes funding for pre-design through schematic design level services for both projects, but the remaining design and execution of the projects have yet to be funded. Continuation of the projects into future budget years will be dependent upon the appropriation of funding.

Project 1: 2002 Jail Renovation: Renovation of the 2002 Jail to better utilize the space for current correctional needs and make necessary changes in preparation for a future replacement of the Main Jail including conversion of some dormitory housing into smaller units. The 2002 Jail is owned by Pierce County and is an occupied facility that will need to remain operational throughout the project.

Project 2: Reimagining Juvenile Justice: The purpose of the Reimagining Juvenile Justice project is to replace the Pierce County aging juvenile justice facility.

Remann Hall is the current Juvenile Justice and Detention Center that serves Pierce County and the building hosts Courts and Dependency Services, Probation and Diversion Services, Detention Services and Administration Services. Remann Hall will need to remain operational throughout the project. It is unknown at this time phasing and demolition that may be required for a new facility in conjunction with removal of existing.
