INVITATION TO BIDSealed proposals, addressed to:City of Albany106 East Clay St.Albany, MO 64402and endorsed “Proposal” for constructing Project TAP-9901(556), Albany Sidewalk, Albany, Missouri,will be received by the City of Albany until Tuesday, December 9th, 2025, at 11:00 A.M. at the AlbanyCommunity Center, 200 W. Rigney Street, Albany, MO, 64402 and at that time will be publicly openedand read. Bids may be mailed to: City of Albany, 106 East Clay Street, Albany, MO 64402 prior to thisdate or hand delivered to the Albany Community Center, 200 W. Rigney Street, Albany, MO 64402 theday of the bid opening.The proposed work includes:Construction of approximately 1,895 LF of sidewalk in Albany, Missouri. Proposed improvementsinclude removing existing sidewalk, grading, installation of new sidewalk, paved approaches,steps, handrail and curb and gutter.Plans (half-size) and specifications may be inspected at the office of the County Clerk and completeinstructions of bidders and proposal blanks shall be obtained from Snyder & Associates, 802 Francis, St.Joseph, MO 64501 (816-364-5222) upon the receipt of Forty dollars ($40). Payment is non-refundable.Only contractors who have paid for plans and specifications and are listed on the Snyder &Associates’ plan holders list will be eligible to bid.Special Needs: If you have special needs addressed by the Americans with Disabilities Act, please notifythe Albany City Clerk, at (660) 726-3935 or through Missouri Relay System, TDD 7-1-1, at least five (5)working days prior to the bid opening you plan to attend.The wage rates applicable to this project have been predetermined as required by the law and are set forthin the bid proposal. When Federal wage rates are applicable and included, this contract is subject to the“Work Hours Act of 1962”, (P.L. 87-581;76 Stat. 357) and implementing regulations.On all federal-aid projects, the contractor’s attention is directed to Title 23, CFR, titled Buy AmericaRequirements. Where steel or iron products are to be permanently incorporated into the contract work,steel and iron material shall be manufactured in the USA except for “minor usage” as described in theMissouri Standard Specifications for Highway Construction-2020., Section 106.9.The City of Albany hereby notifies all bidders that it will affirmatively ensure that in any contract enteredinto pursuant to this advertisement, businesses owned and controlled by socially and economicallydisadvantaged individuals will be afforded full opportunity to submit bids in response to this invitationand will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, ornational origin in consideration for an award.Missouri Law, 292.675 RSMO, requires the awarded Contractor and its subcontractor(s) to provide a ten-hour occupational safety and health administration (OSHA) construction safety program (or a similarprogram approved by the Missouri Department of Labor and Industrial Relations as a qualified substitute)for their on-site employees (laborers, workmen, drivers, equipment operator, and craftsmen) who have notpreviously completed such a program and are directly engaged in actual construction of the improvement(or working at a nearby or adjacent facility used for construction of the improvement). The awardedContractor and its subcontractor(s) shall require all such employees to complete this ten-hour program,pursuant to 292.675 RSMO, unless they hold documentation on their prior completion of said program.Penalties for non-compliance include Contractor forfeiture to the Missouri Highways and TransportationCommission in the amount of $2,500, plus $100 per Contractor and sub-contractor employee for eachcalendar day such employee is employed beyond the elapsed time period for required program completionunder 292.675 RSMO.The project will be awarded to the lowest, responsive, responsible bidder.All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 from the current version ofthe Missouri Standard Specifications for Highway Construction, including all revisions. The contractorquestionnaire must be on file 7 days prior to bid opening.Proposals must be on forms provided in the Specifications and Contract Documents. The right is reservedto reject any or all bids.A DBE goal of 0.0% has been established for this project.CITY OF ALBANYDate: 11/5/2025
