Bid Title: Request for Qualifications - Building Inspection and Plan Review Services
Category: Community Development Bid Postings Status: Open Description: By way of this Request for Qualifications (RFQ), the City of Dublin Building & Safety Division (“City”) intends to pre-qualify a limited number of full-service consulting firms (“Firm” or “Consultant(s)”) to provide professional services for the Plan Review and Inspection of construction projects within the City. Work under this RFQ would include the following types of on-call tasks, but is not limited to, plan review, inspection services of commercial, residential, and government buildings and structures for verification of compliance with the most current adopted versions of the California Building Standards Code, City’s Municipal Code, relevant State and Federal Laws, the approved construction documents, and coordination between City agencies, designers, and builders in the community. Consultants responding to this RFQ should be able to demonstrate that the personnel that they employ on behalf of the City possess certifications and licenses relevant to the work they are performing pursuant to Section 18949.28 of the California Health and Safety Code. Consultants selected for award will receive a three-year (3) contract, with the City retaining the option to extend the contract for an additional two (2) years upon mutual consent of the parties.

Pursuant to Dublin Municipal Code Chapter 2.36,consultant and professional service contracts are not subject to competitive bidding but must be awardedbased on demonstrated competence and qualifications. Contracts for consultant or professional servicesexceeding $45,000 require City Council approval.Request for Qualifications –Plan Review and Inspection Services1Consultants will be pre-qualified based on the process set forth in SECTION V, “Selection Process andAward,” of this RFQ. The City intends to qualify several Consultants for these services. Once a list ofpre-qualified Consultants is created, the City will use this list to award plan review and inspection servicecontracts as needed. Pre-qualification status with the City does not guarantee the award of a contractresulting from this RFQ.Consultants will be selected from this list based upon:a) reputation and experience;b) ability to accomplish scope of tasks;c) ability to rapidly provide services;d) references / satisfaction of previous clients; ande) rates.If a pre-qualified Consultant that has been awarded a contract is unable to perform the services with ahigh degree of competency and/or in a timely manner, the City may contract with the next Consultanton the list. The list of pre-qualified vendors shall remain active for a (5) five-year period. All workperformed under resulting agreements shall comply with all applicable City policies, State regulations,and adopted codes. Consultants must maintain required certifications and licenses throughout the termof the awarded contract.SECTION IV – Proposal Content, Format, and SubmissionProposal RequirementsPlease prepare and organize your submittal based on the requirements provided below. Any otherinformation you would like to include should be placed in a separate section at the back of yoursubmittal.All Proposals shall include the following information:1. Cover LetterEnclose a cover letter not to exceed two pages, describing the Firm’s interest and commitment to theproposed services. Include the name, title, address, telephone number and e-mail address of theindividual to whom correspondence and other contacts should be directed during the consultantselection process. The person authorized by the Firm to negotiate a contract with the City shall sign thecover letter. Firm ProfileProvide a brief description of your firm’s size and organizational structure.3. Firm Qualifications and ExperienceProvide a description of your firm’s qualifications and experience in providing plan review andinspection services for Building Divisions / Departments. The City processes plan reviews through anelectronic transmittal and review process. Firms shall describe their experience with electronic planreview. Firm must possess personnel with the licenses and certifications necessary for the work they areperforming for the City. Ability to provide Certified Accessibility Specialists and licensed ProfessionalEngineer(s) is required. Ability to provide a licensed Structural Engineer is desirable. Also identify anysub-contractors you may utilize as part of your scope of work.The City is considering adding a Virtual Inspection Option for selected permit types. Firms shalldescribe minimum technical standards used for virtual inspections, including security, data retention,and file-transfer method for photos or video. Describe Firm’s experience performing virtual inspectionsand list programs used.List key staff members, including identification of the Principal-in-Charge and Project manager/primarypoint-of-contact.Provide confirmation of your firm’s ability to meet the City’s Standard Consulting Agreement(“Agreement”) (Exhibit A) and insurance requirements (Agreement, Section 4). Exceptions to theAgreement and insurance requirements shall be specifically noted in the Proposal. Exceptions submittedafter the Proposal deadline will not be considered.4. Relevant Project ExperienceProvide a description of plan review and inspection services your firm has completed over the last threeyears. Include project size, scope, contract term, and a brief description of services provided.Specifically list any work conducted with governmental entities.5. ReferencesProvide at least three references from recent work in the previous three (3) years which required similarservices described in this RFQ. Reference information shall include: Name, Address, Contract, Title,Phone Number and Term of the Contract.The City has the right to conduct an independent investigation of the information provided in thesubmitted materials. This includes contacting and speaking with references. The evaluationcommittee may use any relevant information gathered by such investigation and any other relevantinformation that comes to the attention of the City to evaluate a proposal.6. Conflict of InterestFor the duration of any resulting contract, the Firm agrees that no officer, employee, or agent of theCity, any public body within Alameda County, or any member of Congress shall have any directRequest for Qualifications –Plan Review and Inspection Services3financial interest in the contract. This obligation includes compliance with Government Code section1090 and the Political Reform Act.Firms must provide a list of any potential conflicts of interest in working for the City by identifying allprevious and current contracts with the City. Include contact name(s), description of services, anddates of services performed. List any political contributions of money, in-kind services, or loans madeto any member of a City Council within the last (3) years.Disclosures must also include, but are not limited to, a list of the Firm’s private and/or public clientslocated or operating within the following:a) City of Dublin limits;b) Dublin San Ramon Services District;c) U.S. Army Camp Parks; and / ord) County of Alameda; ande) any other clients that may pose a potential or current conflict of interest.The list must include all potential conflicts of interest within the year prior to the release of this RFQas well as current and future commitments to other projects. Reasonable diligence to identify anddisclose potential or current conflicts is expected of all firms submitting a response to this RFQ.Firms, subcontractors, and/or employees performing work for the City may be required to submit aCalifornia Fair Political Practices Commission (FPPC) Form 700 to document potential financialconflicts of interest. For additional information, Firms should refer to the FPPC website atwww.fppc.ca.gov/index.php?id=500.7. Rate StructureUnder a separate cover letter, provide a sheet showing proposed hourly rates of firm staff andequipment utilized for these types of tasks for a (3) three-year contract term with an additional (2) two-year extension option. Rate structure shall include inflation area adjustment, all costs for code booksand references used by onsite and offsite third-party staff, certification and training required to meetSection 18949.25 to 18949.31 of the California Health and Safety Code, and mileage that does notexceed the IRS standard rate.Billing LimitationsConsultants are advised that, under the City’s Agreement (Exhibit A), no individual staff person maybill more than 2,000 hours in a fiscal year without prior written approval from the City Manager ordesignee. Firms should structure their rates and staffing plans accordingly.Submittal of QualificationsYour submittal package shall include the following:One (1) electronic copy of your proposal.
