STATEMENT OF PURPOSE:The State of Tennessee, Finance and Administration, Strategic Technology Solutions (STS)issues this Request for Information (“RFI”) for the purpose of identifying quality workplace creatorplatform solutions designed to support digital learning delivery, training, development, contentcreation and skill development addressing the needs of varying agencies across the State. Weappreciate your input and participation in this process.This RFI seeks information to help the State:• Identify available marketplace solutions and emerging technologies.• Understand platform capabilities, licensing models, security controls, and integrationrequirements.• Assess solutions that support both centralized and decentralized training functions.2. BACKGROUND:The State of Tennessee supports a diverse workforce with varying training needs. CurrenteLearning and training platforms vary by agency. The State is exploring modern platforms thatenable both technical (e.g., IT software) and non-technical creators (e.g., program staff, HR,training coordinators) to build, manage, publish, and measure digital learning content efficientlyand securely.3. Please note that responding to this RFI is not a prerequisite for responding to any futuresolicitations related to this project and a response to this RFI will not create any contractrights. Responses to this RFI will become property of the State.5.2. The information gathered during this RFI is part of an ongoing procurement. In order toprevent an unfair advantage among potential respondents, the RFI responses will not beavailable until after the completion of evaluation of any responses, proposals, or bidsresulting from a Request for Qualifications, Request for Proposals, Invitation to Bid or otherprocurement method. In the event that the state chooses not to go further in theprocurement process and responses are never evaluated, the responses to theprocurement including the responses to the RFI, will be considered confidential by theState.5.3. The State will not pay for any costs associated with responding to this RFI.5.4. Any services or products proposed in this RFI, must be in compliance with the followingsecurity policy: all State data must remain in the United States, regardless of whether thedata is processed, stored, in-transit, or at rest. Access to State data shall be limited to US-based (onshore) resources only. Configuration or development of software and code ispermitted outside of the United States, however, software applications designed,developed, manufactured, or supplied by persons owned or controlled by, or subject to thejurisdiction or direction of, a foreign adversary, which the U.S. Secretary of Commerceacting pursuant to 15 C.F.R. 7 has defined to include the People's Republic of China,among others are prohibited. Any testing of code outside of the United States must use fakedata. A copy of production data may not be transmitted or used outside the United States.5.5. The State may request demo presentations from selected RFI respondents.25.6. Responses should be prepared, with emphasis on completeness and clarity, and shouldNOT exceed fifteen (15) pages total in length. Responses, as well as any reference materialpresented, must be written in English, and must be written on standard 8 ½” x 11” pagesand all text must be at least a 12-point font. All pages must be numbered.6. INFORMATIONAL FORMS:The State is requesting the following information from all interested parties. Provide a proposed overall project timeline to complete the State’s List of BusinessRequirements in Table 7.1, including phases, milestones, and State resource obligations.Please include knowledge transfer, training, and post-implementation technical support intoyour timeline.6. Describe your solution’s software license/subscription framework, delivery requirements andrules for transferring licenses/subscriptions.7. Explain the use of AI with your solution and any limitations that might exist.8. Do you currently have the capacity to migrate data from the Articulate 360 platform to yoursolution? If so, please identify key risks you’ve encountered in similar transitions fromArticulate 360 to your solution and how they were mitigated?Please describe your solution’s transition approach, including tools, methods and/or supportthat will be used for data extraction, transformation, and loading (ELT), a transition timelinedescribing key phases and milestones and the overall transition training process.9. Describe your solution’s training and knowledge transfer process to administrators and contentmanagers.10. Explain your solution’s collaboration functionality, content management, mobile accessibilityand offline capabilities.11. Describe your release management approach to system updates and improvement, includingSLAs and introduction of emerging technologies.12. Explain all aspects of support for your solution, including online chat support, live support, etc.313. Describe what methods, strategy, solutions, product features, etc....set you apart from yourcompetition. What standards or best practices are met by your solution(s)?14. Describe any risks and potential mitigation strategies associated with your solution that meetsthe List of Business Requirements in Table 7.1.15. Through which public sector cooperative purchasing agreements can you currently providethese services? (GSA, NASPO, etc.)16. Does your company offer an enterprise solution? If so, describe your approach to expanding toan enterprise solution.COST INFORMATIONAL FORM1. Describe the typical price range associated with your solution, including implementation, licensing,training, and support. Pricing should reflect an estimated current baseline of 150 licensed users.Please provide a public-sector price list for your products and services.2. If an enterprise solution is available, as requested in Section 6: Informational Forms, TechnicalInformational Form, Question 16, describe any tiered pricing structure for licensing,implementation, training, or related services.
