Bid Title: Request for Qualifications/Proposal PCH Wastewater Project
Category: Professional Consulting Status: Open Description: The City of Malibu, California is requesting proposals from qualified firms to provide Professional Engineering Services for the design of the Pacific Coast Highway (PCH) Wastewater Project including Surveying, Geotechnical, Public Engagement, Subsurface Investigations, and Video Inspections for the new wastewater collection system connecting to the Los Angeles Sanitation & Environment (LASAN) Hyperion Water Reclamation Plant (Hyperion).
These services shall encompass and include all work, services, materials and equipment necessary to prepare and deliver Engineering services as described within this proposal. All engineering work shall be in compliance with the City’s Local Coastal Plan (LCP) and Municipal Code, California Vehicle Code, Building Safety Codes, and other applicable regulations and standards. All engineering services shall be conducted under the direction of a Registered Civil Engineer licensed in the State of California.
Project Background and Description
In January 2025, the City of Malibu (City) and surrounding areas were significantly impacted by the Palisades Fire which began in Santa Monica Mountains. The fires caused severe damage and destruction to residential and commercial properties, particularly areas near Sunset Mesa and in eastern Malibu. On January 12, 2025, Governor Gavin Newsom signed an Executive Order N-1-26 to help communities rebuild faster and more affordably. The Executive Order suspended permitting and review requirements under the California Environmental Quality Act (CEQA) and the California Coastal Act for the Palisades rebuilds.
As the recovery efforts commenced, the City contracted Woodard & Curran to evaluate the feasibility of construction of the new wastewater collection system on PCH connecting to Hyperion. The system would serve the waterfront properties along PCH within the areas of the City affected by the Palisades Fire. The new sewer collection system would replace the existing onsite wastewater disposal systems (OWDS) for these properties, which consist primarily of septic tanks and leach fields, and require seawalls for protection. Woodard & Curran completed the City of Malibu Wastewater Collection System on PCH to LASAN Connection Preliminary Design Report on February 9, 2026. The Report, which is provided as Attachment C, evaluated the required sewer collection system facilities on PCH to serve the affected properties and provides an overview of the Project implementation cost and schedule and included the following:
- Estimated the sewershed flows based on the parcels to be connected to the new sewer collection system within the Project area.
- Determined the size and preliminary locations of gravity sewers, lift stations, and force mains required to connect the parcels and convey sewage to the LASAN wastewater collection system.
- Identified significant crossings for the sewer system along PCH and evaluated constructability.
- Provided a preliminary capital cost estimate for the Project.
- Provided a preliminary Project implementation schedule.
