This service shallentail pest and rodent control elimination and prevention for the Navajo Nation Judicial Branchbuildings listed in Appendix A and includes all interior and exterior areas listed in section II. Theproposed contract shall begin January 1, 2026 through September 30, 2028. Box 520Window Rock, Arizona 86515ATTN: Raquel Chee, Procurement Analyst1SECTION IRESPONDENT REQUIREMENTS:All respondents must have, as a minimum, the capabilities listed herein, and the bid proposalssubmitted must reflect in detail the inclusion of these services as well as the additional forms requiredin Section II. Respondents should also provide technical information about the delivery of servicesrequired in this RFP.Navajo Nation Judicial Branch (NNJB) is seeking proposals from qualified firms and/or individualsto provide RODENT AND PEST CONTROL services.Any services need to comply with OSHA standards and other applicable building and safety codesto ensure the health and safety of all building occupants.Scope of Work:The contractor shall be able to provide personnel who have been fully trained in all phases ofRODENT AND PEST CONTROL services. The contractor and staff shall have expertise andexperience in RODENT AND PEST CONTROL management to include the following but notlimited to:Assessments and approvals needed for Judicial Districts and Programs sites:1. Inspections and pest monitoring of all facilities (occupied or unoccupied) listed in AppendixA on a quarterly basis.2. Recommendations to prevent future pest and rodent infestations.3. Pest and rodent elimination services of all interior office rooms, lobbies, restrooms, storageareas, open ceiling areas, kitchen areas, crawl spaces, baseboards and common areas.4. Pest and rodent elimination services of all exterior areas, including building access points,under buildings, storage areas, walkways and along buildings.5. Rodent control products shall be installed in areas that will not be noticeable and will notaffect the safety, health and welfare of the public and employees.6. The contractor shall provide an environment free from general pests:a. Crawling insects including ants (all species), earwigs, slow bugs, centipedes, beetles,cockroaches, spiders, crickets and grasshoppers.b. Biting insects including fleas, ticks, and bedbugs.c. Flying insects including bees, wasps, hornets, scorpions, moths, and flies.d. Rodents including mice, rats, and squirrels.7. Provide services when needed.8. Provide labor, supplies, and equipment for the RODENT AND PEST CONTROL services.9. Provide a schedule and detail of each location to be serviced.210. Provide start up and inspections before start of services and after services have beencompleted.11. Provide a ticket for RODENT AND PEST CONTROL system to verify service date andmaterials used.12. Services to be performed and completed in accordance with industry acceptable standards.13. Ensure work order is signed and returned to the Navajo Nation Judicial BranchAdministrative Director of the Courts, each month.14. Dispose of all hazardous materials and waste when providing RODENT AND PESTCONTROL services in accordance with Environmental Protection Agency (EPA)regulations.15. Must comply with all Federal and Navajo Nation Regulations.16. Provide labor for all Judicial Districts and Programs facilities.Payments17. Invoice Navajo Nation Judicial Branch Administrative Office of the Courts under thiscontract.18. Understand that additional Judicial Districts and Programs facilities may become operationalor closed within the contract period. Contract can be amended to address additional ordecrease of Judicial Districts and Program facilities, as necessary.19. Ensure service costs such as labor, travel time, mileage, and supplies are reasonable and arefor the work completed for the applicable Navajo Nation Judicial Branch facilities.20. Each scope of work shall include all applicable taxes associated with each project that include6% taxes for the Navajo Nation and 7% taxes for Tuba City.21. Contract is subject to availably of funds.All services shall be coordinated with Navajo Nation Judicial Branch Administrative Director of theCourts by email or by phone at 928-871-6762.RFP Submittal Deadline:All RFP’s must be received/ mailed / or physically delivered by December 5, 2025, at 4:00 pm MDTand must be mailed or physically delivered to:Navajo Nation Judicial Branch Attention: Administrative Office of the Courts, Post Office Box 520Window Rock, Arizona 86515Courier Service/Delivery to: Navajo Nation Judicial Branch. Navajo Nation Certification Regarding Debarment & Suspension (Attached)2. Federal Form Tax W-93. Licensed, bonded, and current General Liability Insurance.3A. Proposal Format:1. Respondent(s) must indicate if they are priority one or two vendors with the Navajo Nation.2. All proposals must be typewritten on standard 8-1/2 X 11 paper and placed within a binderwith tabs delineating each section. Larger paper is permissible for charts, maps, or the like.3. An original RFP response and three (3) copies must be provided in sealed envelope.4. The proposal must be organized and indexed in the following format:a. A letter of transmittalb. Statement of Qualificationsc. Proposal on Contract approachd. Proposed Cost (Sealed in Separate Envelope)5. Each proposal must be accompanied by a letter of transmittal. The letter of transmittalmust:a. Provide background on company:b. Identify the name of the person responding to the RFP:c. Identify the name, title, and telephone numbers of person authorized to negotiate onbehalf of the organization(s):d. Identify the names, files, and telephone numbers of person to be contacted forclarification:e. Explicitly indicate acceptance of the conditions governing this procurement:f. Be signed by the person responding to the RFP; andg. Acknowledge receipt of any and all amendments to the RFP.6. The respondent must submit a statement of qualifications to include:a. A resume.b. Number of years of experience working with Navajo Nation government or othergovernment entities.c. Provide three (3) references. Each reference must include the name, address, andtelephone number of a contact person who can describe, in some detail, the quality,quantity, and substance of services provided. These references should include pastand present clients, including names and contact information.d. Field related Degree and/or Certificatione. State Pest Management Licensure or Certificationf. Safety Certificationg. The respondent must provide a Certificate of Liability Insurance.7. Respondent must provide proposal on contract approach.a. Provide in detail how they would accomplish the objectives described in the scope ofwork. This section must include details and sample reports regarding the approachto completing a monthly pest and rodent control services for all facilities listed inAppendix A.b. Provide number of employees in the company/organization.8. Respondent must submit a cost and budget breakdown4a. This section must include a detailed cost proposal broken down by each month with a grantoverall total for each of the following areas:i.Price of service feesii.Navajo Nation Tax of 6% or applicable local taxiii.Total costB.REJECTION OF PROPOSALS: The Navajo Nation reserves the right to waive anyinformalities or irregularities in the RFP or reject any or all proposals whenever such rejection isdeemed in the best interest of the Navajo Nation.C.PROCUREMENT OF RFP: This procurement shall be conducted in accordance with allapplicable Navajo Nation laws and regulations including the Navajo Business Opportunity Act. Allapplicable rules, regulations, and laws shall also be followed. Prospective Vendors shall familiarizethemselves with Navajo Nation regulations prior to submitting responses to this RFP and mayrequest a copy of Navajo Nation procurement regulations from the NNJB Senior Budget Analyst atany time up to the Deadline for Proposals.D.INQUIRIES: Any inquiries regarding this RFP should be submitted in writing to RaquelChee, Procurement Analyst. Only written responses to questions will be considered official. All questionswill be directed to Raquel Chee at 928-871-6762 or by email: rchee@navajo-nsn.gov . Questions regardingthis procurement will be accepted until 5:00 p.m. MDT on November 28, 2025.E.AMENDED PROPOSALS: A respondent may submit an amended proposal before thedeadline for receipt of proposals. Such amended proposals must be a complete replacement for apreviously submitted proposal and must be clearly identified in the transmittal letter.F.PROPOSAL SUBMISSION: Proposal must be received on or before 4:00 p.m. (MDT)December 5, 2025. Respondents who are mailing their proposals should allow sufficient time formail delivery to ensure receipt by the date specified. If mailed, it is recommended that proposals besent by certified mail to the address indicated on the cover sheet of the RFP. Late proposals willnot be accepted.G. REJECTION OF PROPOSALS: NNJB reserves the right to reject any and all proposals.This RFP may be canceled at any time, and all proposals may be rejected in whole or in part whenthe NNJB Administrative Director of the Courts determines it is in the best interest of the NavajoNation.H. PROPRIETARY INFORMATION: Any restriction on the use of data contained withinany proposals must be clearly stated in the proposal. Proprietary information submitted in responseto this RFP will be handled in accordance with applicable purchasing procedures. Each page of theproprietary material must be labeled or identified with the word “proprietary” or “confidential”.I.RESPONSE MATERIAL OWNERSHIP: All material submitted regarding this RFPshall become property of the Navajo Nation and will not be returned to the respondent. Responsesreceived will be retained by NNJB and may be reviewed by any person after final selection has beenmade. NNJB has the right to use any or all system ideas presented in reply to this RFP.Disqualification or non-selection of a respondent or proposal does not eliminate this right.5
