Our answers are listed below inred.Could you please clarify the following details regarding the transportation needs for this bid:1. The number of buses required Shelby County does not require buses or determine how manyvehicles are needed to perform the work. The vendor should describe how they plan to deliver theservice.2. The type and size of buses (e.g., capacity, ADA accessibility, etc.) The vendor should describetheir capacity to meet ADA standards3. Proposal Due Date: Can Shelby County confirm the correct proposal due date and time? TheRFP cover page and timeline state April 30, 2026 at 4:00 PM CST, while Section XI appears tostate April 27, 2026 at 4:00 PM CST. An addendum will be posted to correct page 27, XI. Thecorrect due date is April 30, 2026.4. Historical Volume: Can the County provide historical trip volumes for Transportation andAssisted Transportation by county, including Fayette, Lauderdale, Shelby, and Tipton, ideally bymonth and by service type? The RFP identifies those four counties for scoring purposes, but wedo not see estimated service volume in the materials provided.See Q65. Current Providers / Incumbents: Can the County identify the current incumbent provider orproviders for each county and service type? Must submit a public records request.6. Current Rates: Can the County provide the current rates being paid for Transportation andAssisted Transportation services, including any county-specific or service-specific pricingdifferences?FayetteAvg Monthly Participants: 42 Avg Monthly trips: 872 TransportationRate: 7.99 per one way trip Assisted Transportation Rate: $8.39 per one way tripLauderdale Avg Monthly Participants: 26 Avg Monthly trips: 305 TransportationRate: 8.79 per one way trip Assisted Transportation Rate: No Vendor for ServiceShelbyAvg Monthly Participants: 89 Avg Monthly trips: 719 TransportationRate: 35.00 per one way tripAssisted Transportation Rate: $75.00 per one way tripTiptonAvg Monthly Participants: 15 Avg Monthly trips: 172 TransportationRate: 13.50 per one way tripAssisted Transportation Rate: $18.00 per one waytripThere are few assisted transportation requests in any of the counties an average cannot beprovided. For FY 25/26 there have been 0 assisted transportation trips in Fayette, 0 assistedtransportation trips in Lauderdale, 92 assisted transportation trips in Shelby, and 0 assistedtransportation trips in Tipton.7. Pricing Structure: Can the County clarify the desired pricing structure for proposals? Forexample, should pricing be submitted on a per one-way trip basis, mileage basis, hourly basis,zone basis, or another format? All transportation services are one way trips as stated in thetransportation services definition in RFP.8. Award Structure: Can the County clarify the intended award structure? Is Shelby County seekingone provider by county, one provider by service type, multiple awards, or a broader providerpool arrangement across the four counties? The RFP notes a goal of contracting with a minimumof one service provider for each service per county. The county is open to multiple providers ora single provider in the Public Service Area (Fayette, Lauderdale, Shelby, Tipton counties) Theprovider should propose the system and the pricing they would like to provide for the area. TheCounty would like to contract with a minimum of one service provider for each county served.9. Vehicle / Accessibility Expectations: Are proposers expected to provide ambulatory serviceonly, wheelchair-accessible service only, or both? If both, can the County provide any estimateof accessible trip demand? The proposers should propose the system and describe their capacityto provide the services to seniors with varying capacities for ambulation. Volume has beendescribed by County for average monthly person and trip usage.10. Assisted Transportation Definition: Can the County further clarify the expected level ofassistance for Assisted Transportation, including whether door-through-door, hand-to-hand,escort into buildings, or other passenger assistance is required? The RFP defines AssistedTransportation as including escort or other appropriate assistance for a person who hasdifficulty using regular vehicular transportation. Assisted Transportation as described in the RFPis inclusive of services or activities that provide or arrange for the travel cost of individuals fromone location to another. This service includes escort to other appropriate assistance for a personwho has difficulties (physical or cognitive) using regular vehicle transportation. It is expectedthat the assistance needed will be determined by the individual assessing the services. Theescort would tailor their service to support the person based on their capacities and difficulties(physical and cognitive).12. Regarding Section VII (General Requirements) and Section IX (Scope of Work)• Question: Would the County be interested in proposals from transportation brokers providingcost-effective alternative solutions utilizing sedans and SUVs as a supplement for small-groupand individual "one-way trips" (e.g., for consumers with specific IEP or McKinney-Vento-style needs) provided on an as-needed basis? The county welcomes proposals of all types thatwould meet the transportation needs of seniors in Fayette, Lauderdale, Shelby and Tiptoncounties.• Question: If such alternative vehicles are accepted, will the County consider adjustingspecific vehicle or personnel requirements that are typically non-applicable to non-commercialsedans (e.g., requirements for large-scale fire extinguishers or first aid kits sized for 10+passengers), provided the vendor meets all other equivalent safety and certification standards?The county does not require a specific vehicle type. Safety requirements must be metregardless of the type of vehicle that is used.13. Regarding Section XI (Proposal Submission) and Cost/Fees• Question: To offer the most cost-effective solution, our pricing model utilizes a base fee plusa per-mile fee rather than a traditional per-day or per-hour model. May proposers utilize this"base + mileage" structure in the scorecard Excel file to ensure costs are evaluatedappropriately? Please describe your pricing model fully in your response to the proposal.14. Regarding Historical Data and Current Contracting• Question: To assist in providing competitive pricing, could the County provide the followingfor the current or previous contract term:1. Name of current contractor(s). Must submit a public records request.2. Current contractor rates and a sample invoice. Rate by county previously described.3. Monthly ridership and total trip mileage per month. Average utilization is previouslydescribed; we don’t track mileage.4. Average number of riders and average mileage per one-way trip.
