OverviewPost InformationPosted At:Tue, Apr 1, 2025 12:00 AMSealed Bid Process:Yes (Bids Sealed / Pricing Sealed)Private Bid:NoSummaryThe City of South San Francisco is excited to launch Launch Local!, a Vacant Retail Activation Pilot Program aimed at revitalizing vacant storefronts and promoting economic growth within the city's commercial corridors. Through this initiative, the City seeks to engage entrepreneurs and small business owners interested in testing and scaling their business concepts by providing access to affordable, short-term leases. Selected participants will benefit from reduced operating costs, tenant improvement allowances of up to $10,000, and a streamlined permitting process, creating an ideal environment for innovative businesses to thrive.
The primary goals of Launch Local! include stabilizing the local commercial real estate market by filling vacant storefronts, cultivating vibrant and dynamic retail environments, and encouraging local entrepreneurship by lowering barriers to entry. This program prioritizes for-profit businesses that are seeking their first brick-and-mortar location in South San Francisco, with a preference for applicants who have completed a Renaissance program at the Economic Advancement Center (EAC).
Potential participants are invited to submit proposals outlining their business concept, operational strategy, and financial capacity. Successful applicants will demonstrate readiness to operate, a clear plan for enhancing the business corridors, and the ability to contribute to the vitality of South San Francisco’s retail landscape. The City is eager to collaborate with forward-thinking entrepreneurs and cultivate a thriving business community through this innovative program.
BackgroundSouth San Francisco, known as "The Birthplace of Biotech," is home to over 220 biotech firms and a daytime workforce of more than 50,000 people. While the city thrives as a hub of innovation and industry, its commercial areas have faced increasing challenges due to the economic impacts of the pandemic, rising inflation, ADA litigation, and the shift to remote work. These factors have contributed to a rise in vacant storefronts, which not only diminish the visual appeal of the area but also lead to maintenance concerns such as graffiti and vandalism, potentially affecting surrounding property values and the overall economic vitality of the district.
Launch Local! was developed to address these challenges by transforming vacant spaces into dynamic business hubs that foster local entrepreneurship, attract foot traffic, and create a thriving retail environment. By lowering barriers to entry for emerging businesses, this initiative provides opportunities for small business owners to test and refine their concepts in a supportive, low-risk environment. The program focuses on attracting diverse retail and experiential service offerings that complement existing businesses, enhance the streetscape, and contribute to a more vibrant and walkable urban experience.
The success of Launch Local! depends on attracting high-quality vendors who share the City’s vision of revitalizing its commercial corridors. Ideal participants will bring innovative ideas, a commitment to community engagement, and a clear plan for operating a successful business. By filling vacant storefronts and offering memorable experiences to residents and visitors, these businesses will play a key role in shaping the future of South San Francisco’s retail landscape.
