Denver Health Tax Fund Financial Services

DDPHE is seeking proposals for a financial services firm to examine performance benchmarking and strategic support for oversight of the newly established Denver Health Tax Fund. Additionally, we are seeking proposals that help the city understand how this funding intersects and relates to other Denver Health and Hospital Authority (DHHA) financial relationships with the City and County of Denver (CCD) as well as Federal funding mechanisms (Medicaid, Medicare, grants, etc.). The ballot initiative 2Q was passed on November 5, 2024 by Denver voters. 2Q authorized a sales and use tax increase by thirty-four one-hundredths percent (34 cents on a $100-dollar purchase, estimated between $60-70 million) to be used to fund: Emergency and Trauma Care, Primary Medical Care, Mental Health Care, Drug and Alcohol Use Recovery, and Pediatric Care.

Applicant EligibilityEligible applicants include, but are not limited to:
- Organization must be (or be able to) register with the Colorado Secretary of State and be in good standing.
- Organization cannot be de-barred and must have (or be able to have) a certificate of nondebarment and federal UEI number.
Funding SourceThis RFP is funded by the Denver Health Tax Fund.
RequirementsRequirements:
- Funds can only be used for the purposes outlined in the service agreement. Applicants who may not already meet the minimum insurance requirements, may include insurance costs in the proposed budget.
- Proposers are requested to submit a budget that reflects the operational needs to complete the project.
- DDPHE anticipates the total funding for the project to be approximately $350,000.
- The project term is anticipated to be from 01/01/2026 – 12/31/2027 with the option for an additional renewal up to one (1) year.
