IntroductionThe Fulton County Board of Commissioners is requesting proposals from qualified roofingcontractors for the installation of a new standing seam metal roof system at the RobertFulton Agriculture Center located at 8770 State Route 108, Wauseon, Ohio. The intent ofthis project is to install a durable standing seam metal roofing system over the existingshingle roof system, including necessary structural preparation, flashing, drainagecomponents, and related work necessary to provide a complete and watertight roofingsystem.2. Project ObjectiveThe objective of this project is to extend the life of the existing roof system, improveweather protection, install a long-lasting standing seam metal roofing system, and maintainsafe and continuous use of the building during installation.3. Scope of WorkThe contractor shall provide all labor, materials, equipment, and supervision necessary tocomplete the roofing project. The following list can be used for context with regards toexpectations for the new roofing system. A contractor can use like or similar materials toachieve the same result.• Install a standing seam metal roof system over the existing shingle roof unless removalis required due to structural deterioration.• Install 1x4 purlins from eave to ridge at approximately 16-inch centers.• Install a 26-gauge hidden fastener standing seam steel roof system.• Install new eave edge metal and drip edge along all eave edges.• Install steel 'W' valleys in all roof valleys.• Install rake edge termination metal along rake edges.• Install flashing around all roof penetrations including vents, pipes, and otherprotrusions.• Install vented closures or equivalent ventilation at ridge locations.• Install ice guard or ice break protection above entry doors or other designated areas asidentified by the Fulton County maintenance department.• Inspect existing roof decking and replace any damaged or deteriorated sections asnecessary.• Remove and properly dispose of debris and scrap materials daily and maintain a cleanjob site.4. Material Specifications• Roof Type: Standing seam metal roofing system• Panel Gauge: Minimum 26-gauge steel• Fastener System: Hidden fastener system• Panel Finish: Factory-coated steel• Panel Color: Selected by the Fulton County maintenance department.• Purlins: Treated lumber or approved equivalent• Valleys: Steel W-valleys• Ridge System: Vented ridge closure• Flashing: Pre-finished steel flashing components5. Warranty RequirementsContractors must provide a labor warranty as well as a manufacturer’s warranty for themetal roofing materials. The warranty shall cover defects in workmanship and installation.The warranty length needs to be identified in the bid submission by the bidder.6. Intentional violation means "a willful, knowing, or deliberate disregard for anyprovision" of the prevailing wage law and includes but is not limited to the following actions:• Intentional failure to submit payroll reports as required or knowingly submitting false orerroneous reports.• Intentional misclassification of employees for the purpose of reducing wages.• Intentional misclassification of employees as independent contractors or as apprentices.• Intentional failure to pay the prevailing wage.• Intentional failure to comply with the allowable ratio of apprentices to skilled workers asrequired by the regulations established by Ohio Department of Commerce, Division ofIndustrial Compliance and Labor, Bureau of Wage and Hour Administration.• Intentionally employing an officer, of a contractor or subcontractor, that is known to beprohibited from contracting, directly or indirectly, with a public authority.Responsibilities18
