Multi-Family Residential Development at 222 E. Cypress Avenue

The City of Monrovia (City) is issuing this Request for Proposals (RFP) to identify and select a qualified development partner for the development of mixed-income housing on an infill site located at 222 E. Cypress Avenue in the City of Monrovia, CA (APN 8515-013-903). The City-owned parcel comprises approximately 0.75 acres and currently features a single-family home that is of historic value to the Monrovia community. The City seeks a team with proven experience in designing and constructing high-quality residential projects that advance the housing objectives of the City’s Housing Element and are responsive to the draft Planned Development land use framework currently under consideration by the City Council. The selected Developer will work with the City to create a development that delivers housing, preserves the existing Victorian-era building on site, and complements the existing neighborhood.

Proposal Due Date:  Proposals are due electronically through PlanetBids portal before 6:00 PM on Thursday, September 3, 2026.

RFP Schedule: The City anticipates the following schedule for certain activities in relation to this RFP. The City reserves the right to modify this schedule at any time at its sole discretion.

Issuance of RFP:	July 9, 2026

Submittal of Written Questions Deadline:	August 13, 2026, by 6:00 PM via PlanetBids
Final Response to Questions or Posting of Final Addendum:	August 20, 2026, as permitted.
Proposals Due:	September 3, 2026, by 6:00 PM PST via PlanetBids
Interviews (if needed):	TBD, approximately 4 weeks after the due date.
Selected Respondent Approval:	To be scheduled. Final selection is subject to approval by the Monrovia City Council at a future publicly noticed meeting. The City reserves the right to modify the anticipated timeline as needed.
