ADVERTISEMENT AND NOTICE TO BIDDERS

Notice is hereby given that sealed proposals will be received by Marlboro Township for the "Nolan Road Water Tank Rehabilitation" project and publicly opened and read aloud at 1979 Township Drive, Marlboro, New Jersey 07746 on Wednesday, July 16, 2025 at 10 am prevailing time in the Township’s Office.

The project generally consists of the proposed improvements generally includes the rehabilitation and repainting of the 3.0 MG Water Storage Tank. The rehabilitation will generally consist of the replacement of the interior and exterior tank coatings, improvements to the existing tank accessories including ladder and vents, cathodic protection system, and all other work in accordance with th Contract Documents.

Plans, Specifications and Proposal Sheets may be obtained free of charge online at https://www.marlboronj.gov/Notices or from the office of Michael Dziubeck, P.E., Consulting Engineer, CMEAssociates, 3141 Bordentown Avenue, Parlin, New Jersey until 48 hours prior to the time set for the opening of bids upon payment of $100.00 per set during regular business hours, 8:30 AM to 4:00 PM, Monday through Friday excluding holidays by calling (732) 727-8000. No refunds will be made. It is the responsibility of prospective bidders who obtain bid documents to check the Marlboro Township website for any addenda issued prior to the bid opening. Failure to do so could result in the rejection of your submission. The said Contract Documents and Proposal sheets may also be examined at the office of the Marlboro Township Municipal Clerk, 1979 Township Drive, Marlboro, New Jersey 07746.

All required bidder information can be found in the bid documents. Any reference in the bid specification documents to the terms “Proposal” or “Proposer” shall be construed to have the same meaning as the terms “Bid” or “Bidder” pursuant to the Local Public Contracts Law. All bidders are required to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27 et seq.) and all other applicable local, state and federal laws.

Bidders are required to comply with the requirements of Equal Opportunity Employment (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13.

The contract or subcontract is expected to be funded in part with funds from the New Jersey Department of Environmental Protection and the New Jersey Environmental Infrastructure Trust. Neither the State of New Jersey, the New Jersey Environmental Infrastructure Trust nor any of their departments, agencies, or employees is, or will be, a party to this contract or subcontract or any lower tier contract or subcontract.

This contract or subcontract is subject to the provisions of N.J.A.C. 7:22-3, 4, 5, 9 and 10. The Successful Bidder must comply with all provisions of N.J.A.C. 7:22-9.1 et. seq. for the participation of small business enterprises owned and controlled by Socially and Economically Disadvantaged Individuals (SED’s).
