proposals from experienced, professional consultants for acomprehensive update to the City’s Parks Master Plan.This RFP contains the necessary information to understand the desired qualifications, the consultant selectionprocess, and the required documentation in submitting a proposal. Procurement documents may be obtainedfrom the City’s website at: https://www.cityofestacada.org/government/bids-rfps-rfqs/.1.2 BackgroundThe City of Estacada has approximately 6,000 residents and is located 23 miles southeast of Portland inClackamas County, Oregon. The City and its residents take great pride in the parks and access to nature thatEstacada offers.There are currently five developed parks in the City: Wade Creek Park, Fred Campanella Memorial City Park,Cazadero Heights Park, Overlook Park, and Gardiner Park. The City maintains the Lake Shore Trail whichconnects downtown to Timber Park, which is owned and maintained by PGE. A duly authorizedrepresentative of the firm shall execute the request. Withdrawal of a proposal will not prejudice the right ofthe proposer to file a new proposal on this or future solicitations. Proposals may not be withdrawn within thethirty days (30) following the proposal’s due date.1.6 Acceptance, Rejection, or Award of ProposalsThe City may reject or accept any or all proposal or parts thereof, submitted in response to this RFP.The City reserves the following rights to:a. Disregard any or all irregularities in the proposals.b. Reject any or all proposals or portions thereof upon finding it is in the public interest to do so.c. Base award with respect to any or all information supplied by proposer in their proposal and theCity’s investigation into the qualifications, experience, and responsibility of proposer.4
