The IJB intends to award a Contract(s) beginningand ending on the dates listed on the RFP cover sheet, and the IJB, in its sole discretion, may extend theContract(s) for up to the number of annual extensions identified on the RFP cover sheet.1.2 DEFINITIONSFor the purposes of this RFP and the resulting Contract, the following terms are defined.“Agency” means the agency identified on the RFP cover sheet that is issuing the RFP.“Bid Proposal” or “Proposal” means Respondent’s proposal submitted in response to the RFP.“Contract” means the Contract(s) entered into with Respondent(s) as described in section 6.“Contractor” means the awarded business/person to provide the contractual services agreed upon.“General Terms” and “General Terms and Conditions” shall mean the General Terms for Juvenile CourtServices service contracts as linked on the RFP cover page.“IJB” shall mean the Iowa Judicial Branch.“Invoice” means a Contractor’s claim for payment. At the IJB’s discretion, claims must be submitted onan original invoice from the Contractor and on a claim form accepted by the IJB, such as a GeneralAccounting Expenditure (GAX) form.“Juvenile Court Officer” or “JCO” means a person appointed as a juvenile court officer under section602.7202 of the Iowa Code and also includes a chief juvenile court officer appointed under section602.1217 of the Iowa Code.“Juvenile Court Services” or “JCS”, for the purposes of this RFP, means a unit of the Iowa Judicial Branchin which juveniles adjudicated by the Iowa Juvenile Court as delinquent and youth at risk of entering thecourt system receive services as directed by the Chief Juvenile Court Officer or designee.“Respondent” means the company, organization or other business entity submitting a proposal inresponse to this RFP.“Responsible Respondent” means a Respondent that has the capability, as determined in the solediscretion of the IJB, in all material respects to perform the scope of work and specifications of theContract. In determining whether a Respondent is a Responsible Respondent, the IJB may consider variousfactors including, but not limited to, the Respondent’s competence and qualifications to provide the goodsor services requested, the Respondent’s integrity and reliability, the past performance of the Respondentand the best interest of the IJB and the State.Iowa Judicial BranchJCS Update 3/30/26Page 3 of 42RFP# JUV-27-TS-08-002AMD 1“Responsive Proposal” means a Proposal that complies, in the sole discretion of the IJB, with the materialprovisions of this RFP.“RFP” means this Request for Proposals and any attachments, exhibits, schedules or addenda hereto.“State” means the State of Iowa, the IJB, and all state agencies, boards, and commissions, and any politicalsubdivisions making purchases from the Contract as permitted by this RFP.“Vendor” means anyone who provides goods or services to another entity.1.2.1 Additional Definitions specific to this RFP:“Action Plan” means a tailored, written document developed with Youth, families, and caseworkers toreduce risk factors and address delinquent behavior.“Aftercare” means re-integrative services that prepare out-of-home placed Youth for reentry into thecommunity by establishing the necessary collaborative arrangements with the community to ensure thedelivery of prescribed services and supervision.“Boys Town” or “Boys Town Child and Family Translational Research Center SM” means the non-profitorganization, headquartered in Boys Town, Nebraska, that is responsible for the development anddissemination of On the Way Home® and the appraisal of licensees' implementation and outcomes withinthe constraints of program guidelines.“Crisis Support” means to the response by an OTWH supervisor or consultant to a crisis situation within afamily that places a child or children at-risk for harm. This will be available 24-hours a day seven days a week.“Critical Incident” means a behavior-related or other situation involving a Youth during the provision ofservice that results in one of the following: death, police calls or other law enforcement involvement orcontact, mandatory report of abuse, Youth restraints or seclusion, control room use, runaway,emergency treatment by medical personnel in or at a hospital, other medical clinic, urgent care provider,or a physician’s office.“Eighth Judicial District” means the Iowa Judicial District responsible for Juvenile Court Services inAppanoose, Davis, Des Moines, Henry, Jefferson, Keokuk, Lee (North & South), Louisa, Mahaska.Monroe, Poweshiek, Van Buren, Wapello, and Washington counties.“Meeting of Parties” means an initial face to face meeting with the Respondent, Youth, Juvenile CourtOfficer, and a supporting family member or guardian of the Youth. This term is specific to those referredto the Transition to Adulthood pathway program.“On the Way Home” or “OTWH” means the program developed and disseminated by Boys Town toprovide Aftercare support for Youth transitioning from out of home placement. OTWH is based uponresearch and information gathered through investigations conducted by staff and associates of the BoysTown Child and Family Translational Research Center SM and supported by industry best practices.OTWH includes three program components: parenting support, school support, and homeworksupport.“Transition Specialist” means an employee of the Respondent who provides the service(s) outlinedin the Contract.Iowa Judicial BranchJCS Update 3/30/26Page 4 of 42RFP# JUV-27-TS-08-002AMD 1“Transition to Adulthood” means the program specifically for services tailored to creating a foundationfor sustainability and having the relevant resources to be a productive member of society as an adult.This program could include JCS Youth.“Youth” means individuals ranging in age from 12-18 served by JCS.1.3 OVERVIEW OF THE RFP PROCESSThe RFP process is for the IJB’s benefit and is intended to provide the IJB with competitive information toassist in the selection process. It is not intended to be comprehensive. Each Respondent is responsible fordetermining all factors necessary for submission of a comprehensive Proposal.Respondent should review Attachment 3, Form 22 Request for Confidentiality, for more information if itsProposal contains confidential information. Any Proposal marked “Confidential” or “Proprietary” on everypage may be disqualified.Respondents will be required to submit their Proposals electronically via email to the Issuing Officer.1.4 BACKGROUND INFORMATIONEarly intervention and follow-up programs/graduated sanctions services are services to be provided tochildren adjudicated delinquent and children who have been referred to Juvenile Court Services for adelinquency violation or who have exhibited behaviors that put them at risk of a juvenile delinquencyreferral. The services are directed to enhance personal adjustment to help the children transition intoproductive adulthood and to prevent or reduce delinquent acts, out-of-home placement, and recidivism.Juvenile Court Services (JCS) within the Eighth Judicial District is seeking one or more vendors toprovide Transition to Adult and Aftercare services throughout JCS District 8. Aftercare services arefor Youth that are transitioning from Qualified Residential Treatment Programs and State TrainingSchool or other out-of-home placements back into the community. The intent of this service is toreduce recidivism, help Youth maintain stable self-sufficiency, and engage families/caregivers insolution focused conversations for Youth under JCS District Eight counties of Appanoose, Davis, DesMoines, Henry, Jefferson, Keokuk, Lee (North & South), Louisa, Mahaska, Monroe, Poweshiek, VanBuren, Wapello, and Washington.OTWH services have been provided in JCS District 8 since April 2024 through other funding sources.Slightly different than the previous years, the primary goal of the transition program is to aid twogroups of Youth: those transitioning from out-of-home placement back into the community andthose transitioning to adulthood.Transition Specialists will assist youth transitioning from out-of-home placement by following theOTWH curriculum as outlined by Boys Town, which is approximately 12-14 months long. Servicesstart 6 to 8 weeks prior to the Youth’s discharge from out of home placement. The overall goalsare to help Youth sustain the gains they make, keep them at home and in school, and prevent areturn to residential care. The curriculum requires approximately 55 hours of initial training of theRespondent followed by ongoing training as outlined by Boys Town. The Respondent will beexpected to work closely with Boys Town on a regular basis.
