CHARLES, MISSOURI 63301ROAD WORKNOTICE TO CONTRACTORSInvitation for Formal Bid 26-010Notice is hereby given that the St. Charles County Highway Department will receive sealed bidsfor single chip seal, double chip seal, and MC-30 prime coat on various County roads at the office of theFinance Director in the County Administration Building, 201 North Second Street, Room 541, St. Charles,Missouri, until 10:00 a.m. on the 17th day of March, 2026, at which time all bids will be publicly openedand read in Conference Room 115 of the County Administration Building.All St Charles County bids will be received and opened on the first floor of theSt Charles County Administrative Building, 201 North Second Street, Room 115, St.Charles, Missouri 63301. Sealed Bids for IFB 26-010 Asphalt Chip Seal 2026 onCounty Roads will be received until10:00 A.M. (prevailing Central Time) on Tuesday, March 17, 2026. The bid will be openedpublicly at 10:00 AM in Room 115. It is highly recommended that you mail or have yourbid delivered via UPS, FedEx, courier, etc., with plenty of time to arrive prior to the day ofthe bid opening. If your bid is dropped off prior to the opening there will be someone inthe lobby to receive it.The project shall include all work incidental to the supply and laying of approximately 134,868square yards of single chip seal, to be paid for by the square yard, approximately 13,444 square yards ofdouble chip seal, to be paid by the square yard, and 13,444 square yards of prime coat, using MC-30,over newly upgraded aggregate surfaces to be paid for by the square yard.The successful bidder shall be required to comply with the State Statutory Provisionsconcerning the payment of prevailing wages on public works, Section 290.210 through 290.340 R.S. MO1959, as amended 1969 and shall pay to all workmen performing work under this contract not less thanthe prevailing hourly rate of wages determined by the Department of Labor and Industrial Relation of theState of Missouri. The wage rates applicable to this project have been predetermined as required by lawand are set forth in this document. When Federal wage rates are applicable and included, this contractis subject to the “Work Hours Act of 1962”, (P.L. 87-851: 76 Stat. 357) and implementing regulations.Missouri Annual Wage Order 32 as amended June 26, 2025, shall be in effect for this project.The bid proposal shall be made on a form provided by the County, delivered in a sealed envelope,and deposited in the office of the Finance Director on or before the time specified above. The proposalshall be accompanied by bid bond, cashier's check or certified check for an amount not less than fivepercent of the bid amount. The amount of the check or bid bond shall be forfeited to the County uponfailure or refusal of the successful bidder to enter into a contract or to furnish bond after his proposal hasbeen accepted.The County reserves the right to require the successful bidder to file proof of his ability toproperly execute the project together with his record of successful completion of similar projects. TheCounty reserves the right to reject any and all bids or proposals submitted, or to advertise for new bids.The County reserves the right to defer the acceptance of any proposal and the execution of a contract fora period not exceeding forty five (45) days after the date of opening of the bids. The successful bidder towhom the contract has been awarded shall sign and return the contract and other required certificatesand documents in quadruplicate within ten (10) days after the date of the receipt of the award of thecontract. The successful bidder shall file certificates with the County that he has obtained and willcontinue to carry workmen's compensation insurance, public and private liability and property damageinsurance and builders risk insurance in the specified amounts for the duration of the contract.The contractor shall not commence work prior to the date of written notice from the CountyEngineer to begin work and shall complete all work by calendar day October 1, 2026. Full Notice toProceed is expected to be on or about June 1, 2026.
