No other determination of award will take place at the bid opening. Bids received after thedesignated time will not be considered. All questions submitted by the following due date will bepublished in an addendum and distributed to the plan holders.Questions due: April 20, 2026, by 4:00 PM2Mandatory Pre-Bid Meeting: A mandatory pre-bid meeting will be held to provide prospectivebidders with an overview of the project scope, site conditions, and bidding requirements.Date: April 10, 2026Time: 2:00 PMLocation: Kenneth N. Ball Municipal Building, Council Chambers,3235 Holly Springs Parkway, Holly Springs, Georgia 30115Attendance Requirement:Attendance at this pre-bid meeting is mandatory. Only bidders who are present and sign theofficial attendance sheet will be considered responsible and eligible to submit a bid.Late Arrival:Bidders arriving more than 15 minutes after the scheduled start time will not be permitted to sign inand will be deemed non-compliant.Questions and Clarifications:Bidders may ask questions during the meeting. Any clarifications or changes to the RFB will beissued via written addendum only.Failure to attend:Failure to attend the mandatory pre-bid meeting and site visit will result in an automaticdisqualification of the bid.The time allowed for Substantial Completion is 90 consecutive days from the date specified in theNotice to Proceed for each applicable phase of this project. Nonrefundable liquidated damages inthe amount of $500 per calendar day will be deducted from monies due the Contractor in the eventthat a portion of the work remains incomplete beyond the agreed upon contract completion date.The official Notice to Proceed is anticipated to be given to the chosen contractor in the Spring.Each Bid must be accompanied by a Bid Bond with good and sufficient surety or sureties approvedby the owner for faithful acceptance of the contract, payable to, in favor of, and for the protection ofthe OWNER in an amount equivalent to five percent (5%) of the total amount payable by the termsof the contract or, in lieu thereof, in the form of a certified check, cashier’s check, or cash in equalamount.The Successful Bidder will be required to furnish a performance bond for 100% of the contractamount and a payment bond for 100% of the contract amount, with the executed Agreementmeeting the requirements of the Contract Documents and executed on the forms attached to theAgreement. The terms and time for payment are set forth in the Agreement.Surety and insurance companies must have an AM Best rating of A-6 or greater, be listed in theFederal Registry of Companies holding Certificates of Authority and Acceptable Sureties on FederalBonds, be licensed by the Georgia Insurance Department and the Georgia Secretary of State to dobusiness in the State of Georgia.3Requests for payments are due by the Fifth (5th) of the month for payment by the Twentieth (20th) ofthe month less 5% retainage. Retainage will be held until final acceptance of the project by the Cityof Holly Springs.All Bids will remain subject to acceptance for 60 days after the day of the Bid opening, but OWNERmay, in its sole discretion, release any Bid and return the Bid security prior to that date.Each bid must be submitted in a SEALED ENVELOPE addressed to the OWNER. Each sealedenvelope containing a Bid must be plainly marked on the outside as, bid for “CITY OF HOLLYSPRINGS, GEORGIA - HOLLY SPRINGS TOWN CENTER HARDSCAPE & LANDSCAPEPROJECT RFB #2026-01, and the envelope should bear on the outside the name and address of thebidder.If the bid is forwarded by mail, the sealed envelope containing the Bid must be enclosed in aseparate mailing envelope to the attention of the OWNER.
