NOTICE OF SOLICITATION OF BIDSThe CITY OF OAKLAND, acting by and through its BOARD OF PORT COMMISSIONERS, willreceive Bids per the provisions of Document 00200, Instructions to Bidders, Paragraph 20, BidSubmission, until 12:00 noon on Tuesday, January 20, 2026, for the following Project:TCEP GREEN POWER MICROGRID PROJECT(EV CHARGERS)Refer to Document 00200 for required documents and items to be included in the Bid.The work of this 930 calendar day project consists, in general, of furnishing all labor, materials,appliances, tools, equipment, transportation, services, and supervision required for the installationof electric vehicle (EV) charging infrastructure. The work includes, but is not necessarily limited to,the installation of 115 heavy-duty EV chargers distributed among the five sites, associated electricalequipment, underground conduits, vaults, cabling, switchgear, and transformers. Additional workincludes site preparation, grading, pavement restoration, security fencing, lighting, and anynecessary testing and commissioning to ensure the successful operation of the EV charginginfrastructure.The Engineer’s estimate for this project is $52,000,000.A California Class A contractor's license is required prior to award of this Contract. Joint venturesmust secure a joint venture license prior to award of this Contract.No contractor or subcontractor may be listed on a bid proposal or awarded any contract for theproject unless registered with the Department of Industrial Relations (DIR) pursuant to LaborCode section 1725.5, with limited exceptions from this requirement for bid purposes only underLabor Code section 1771.1(a). This project is subject to compliance monitoring and enforcementby the Department of Industrial Relations.Effective January 1, 2024, amendments to California Air Resources Board (CARB) In-Use Off-Road Diesel-Fueled Fleets Regulation require the Port to obtain valid Certificates of ReportedCompliance (CRC) from all contractors and listed subcontractors before awarding the Project.Bidders must submit the required CRCs as provided in Document 00200, Instructions to Bidders.The Port will conduct a pre-bid meeting at 9:00 AM on Thursday, December 18, 2025, at 651Maritime Street, Oakland, CA in the Harbor Facilities Conference Room lunchroom on the first floor.The Port strongly recommends that potential Bidders attend the pre-bid meeting. The meeting willlast approximately one hour, and will address insurance requirements, bonds, Maritime andAviation Project Labor Agreement, and any other special working conditions for this contract.The Port will conduct a site tour for this project on Thursday, December 18, 2025, starting at 10:00AM. Bidders will be taken to the site via Port buses. Bidders who wish to participate in the site tourmust register with Lucas Hatch at lhatch@portoakland.com no later than 12:00 noon onWednesday, December 10, 2025, to confirm. No more than two people per company may attend.Contact information per person is required. Each person on tour must have their current CA Driver’sLicense or Federal I.D. for entering the secured area.For further information pertaining to the Pre-bid conference and Site tours, and for informationpertaining to other requirements of this project, including the Port’s Non-Discrimination andSmall/Local Business Utilization Policy, insurance requirements, bonds, Maritime and AviationProject Labor Agreement, please refer to Document 00100, Invitation to Bid, of the Project Manual.The Bidding Documents (Plans and Project Manual) for this project will be available for downloadin PDF format at the Port of Oakland website at http://www.portofoakland.com/Bids on or afterMonday, December 1, 2025. Any Addenda modifying the Bidding Documents will be posted at thesame location. Pursuant to Chapter 5.12 of the Port’s Administrative Code, the Port of OaklandStandard Contract Provisions (February 2015 edition) are incorporated by reference into ProjectManuals issued by the Port for public works construction projects.
