For further information, please contact Rich Riveraat 970-252-7009 or at rrivera@montrosecounty.netBidder InstructionsSubmitted bids must be enclosed in a sealed opaque envelope marked “Precast Reinforced BoxConcrete Culvert C-1868 Ida Road Bid” with the name of the bidder and delivered to MontroseCounty Public Works, Attn: Brandon Wallace, 63160 LaSalle Rd, Montrose, CO 81401, no laterthan 2:00 p.m. local time, April 28, 2026. The bids will be opened immediately thereafter andread aloud. Bids received after the time due will not be considered and will be returned to thebidder un-opened.Bids are to be submitted on the Bid Forms included within the bid package. Bidder must providethe Unit Bid Price, Extended Bid Price and Total Bid Price on the Bid Schedule Form. In case ofdiscrepancy on the Bid Schedule Form, the Unit Bid Price governs.Any bid questions must be received by 2 pm local time, April 21, 2026.Any modifications to the Invitation to Bid package will be an Addendum and posted to the Countywebsite by 2 pm, April 23, 2026 and distributed to all known bidders. It is the responsibility of thebidder to verify if an addendum has been issued. Bidder shall acknowledge Addenda in the Bidand Addenda Acknowledgment section of the Bid Form.General ConditionsAll bids shall be irrevocable for 45 days from the date of the bid opening.The successful bidder will be issued a Purchase Order.Payment to Contractor will be made upon delivery of the box culvert to the project site andapproval of invoice. Payment will follow normal County payment processing cycles for issuanceof checks.Awarding of BidAward may be made to the lowest responsive, responsible bidder meeting applicable county andstate procurement requirements. In reviewing the bids received, the County reserves the right toreject, for any reason whatsoever, any and all bids, and to waive any informality or irregularity ina bid. The County reserves the right to accept the bid that provides the best value to the County in2the County’s sole discretion. The County reserves the right to make a determination in the County’ssole discretion as to the sufficiency of qualifications of any bidder. The action to award a contractis subject to approval by the Board of County Commissioners. The submission of a bid does notin any way commit the County to enter into an agreement or contract with that bidder.Bidder must identify for non-disclosure purposes, any information contained within the proposalthat is proprietary in nature or protected by copyright, trademark, or other intellectual propertylaw. Montrose County will maintain confidentiality of such materials to the extent permitted bylaw, the County is subject to the provisions of the Colorado Open Records Act (CORA), C.R.S.24-72-201, et seq., and cannot therefor guarantee that any materials provided will not be producedin response to a CORA request.It is anticipated that award of the contract will be made within two (2) weeks of the bid opening.All bidders will be notified of the Commissioners decision. Within three weeks of award, anyrequired submittals will be due. A purchase order will be used for authorization to proceed.Schedule of the Work• The box culvert will replace culvert C-1868 at the West Loutsenhizer Drainage Ditch.The existing culvert is undersized.• The culvert replacement project is scheduled to be completed after irrigation season,which typically ends November 1st.• The anticipated date of delivery of the box culvert shall be included on the bid.Requirements of Successful Bidder• Provide complete structural design including plans stamped by a Colorado RegisteredProfessional Engineer.• Manufacturer’s in-house specifications controlling production of this type of structure.• Manufacturer’s quality control / quality assurance methods and procedures.• Manufacturer’s standard concrete testing protocol.• Manufacturer’s standard joint detail between adjacent box segments.• Assurance that manufacturer has sufficient trucking capacity be able to deliver all precastcomponents within a 48-hour period.• Furnish a completed Form W-9 “Request for Taxpayer Identification Number andCertification”.3Additional Terms and Scope of Services1. Contractor shall deliver the precast concrete box culvert sections to the culvert project siteon Montrose County Carnation Road, located approximately 4 miles northeast ofMontrose, Colorado.2. The culvert site is located on Ida Road, which is a paved county road. Ida Road can beaccessed from U.S. Highway 50. The site is approximately 1.4 miles east of U.S. Highway50.3. A special load transport permit is required by Montrose County for loads more than 16 feetwide, 16 feet high or 110 feet long. The cost of the County special load transport permitwill be waived by the County for this project if the delivery load exceeds the Countydimension thresholds.4. If the delivery date stated in the bid is not met, the County may assess liquidated damagesagainst the Contractor in the amount of $300.00 for each calendar day beyond the stateddelivery date on the bid form.5. Montrose County representative may inspect box sections prior to delivery.Attachment “A” – Specifications for Precast Reinforced Concrete Box Culvert1. Manufacturer shall provide structural design for the Precast Box Culvert in accordancewith the following criteria:a. Traffic Loading: AASHTO HL 93b. Dead Loading: Depth of aggregate backfill of 5 to 7 feetc. Design Standard: ASTM C-1577-17: AASHTO - LRFDd. Inside dimensions of the culvert shall be 15 feet wide by 5 feet high and the flowline length shall be 52 feet, pending the final engineered design.e. Exterior dimensions (based upon wall, floor, & lid thickness) shall be determinedby the structural engineer.f. Concrete shall be Type I/II sulfate resistant Portland cement.g. Minimum clear cover on reinforcement shall be 1½ inches on all surfaces exceptthe top deck, which shall have 2 inches minimum clear cover. Concrete clearcover on reinforcing shall not be less than ACI minimum values.h. Epoxy coated reinforcement is not desired.i. Design shall be stamped & signed by a Colorado Registered ProfessionalEngineer.2. Manufacturer shall provide #4 x 2’ 0” Dayton D-101-A female dowel bar splicers in tworows, at 12” on-center in each row for the sidewalls and top slab of the box, similar to thediagram below. The bottom slab shall have #5 x 2’-0” Dayton D-101-A dowels at 12inches on-center. Dowel bar splicers shall be placed around the entire perimeter of eachend section to develop reinforcing with the cast-in-place apron, headwall and wingwalls.4Commented [CB1]: Suggest updating this description since Idaisn’t access directly from Hwy 50. 6400 Road may be the best truckroute?Shop drawings shall detail cast-in-place anchors for rebar extensions into the entranceand discharge slabs and headwalls. Manufacturer shall provide matching threaded dowelsfor attachment to the cast in place anchors. Wall and top slab dowels shall be 24 incheslong, and bottom slab dowels shall be 30 inches long (not including threaded length).3. The structural engineer shall provide structural drawings and a report detailing theengineer’s methods, assumptions, and results of the structural analysis for review by theCounty.4. Manufacturer shall submit shop drawings for review by County prior to orderingreinforcing steel and specialty components.5. Manufacturer shall determine the longitudinal dimension of individual segments of thebox culvert based on highway transport weight limit criteria.6. Manufacturer shall test concrete during casting operations in conformance withmanufacturer’s testing protocol as provided to, and approved by, the County.7. Manufacturer shall provide County with copies of all materials testing results generatedduring the manufacturing process.8. Manufacturer shall provide lifting and installation anchors in the precast components tofacilitate installation of the structure. The County has lifting hardware to connect withlifting and installation anchors for use during installation.9. Manufacturer shall provide joint sealing materials in conformance with the approvedshop drawings.10. Manufacturer’s price shall include delivery of the precast box culvert segments to the jobsite. Manufacturer shall provide a sufficient trucking capacity to deliver all precastcomponents to the site within 2 working days. Delivery shall be provided at intervalsthrough the course of the delivery in accordance with a schedule to be provide by theinstallation supervisor.11. Precast reinforced concrete box culvert sections shall be new.5
