INSTRUCTIONS TO BIDDERS1.1 Request For Proposal TimelineRelease of Request for ProposalQuestions to be submitted via EmailAddendum to be Issued, if requiredProposal Submission DeadlineNovember 5, 2025November 17, 2025 at 2:00PMNovember 24, 2026December 4, 20251.2 Mandatory Pre-Bid MeetingNot Applicable.1.3 Question and Answer Period:All questions regarding this Request for Proposal (RFP) shall be submitted via email to PatriciaZavala, Senior Buyer, at pzavala@cityofventura.ca.gov PRIOR to, November 17,02025, at2:00 PM. Any questions submitted after the deadline shall be rejected. All questions will beanswered in the form of an addendum.1.4 Proposal Submission:To be considered, all proposals must be submitted in the manner set forth in the RFP. It is theResponder’s responsibility to ensure that its/their proposal arrives on or before the specifiedtime. Proposers shall provide one (1) hard copy in a SEALED envelope clearly marked withthe Proposal Number, and one (1) PDF electronic copy sent via email to the PurchasingRepresentative, Patricia Zavala at pzavala@cityofventura.ca.gov. If discrepancies are foundbetween the hard copy and the PDF, the hard copy will provide the basis for resolving suchdiscrepancies. If no document can be identified as the original, proposal may be rejected atthe discretion of the City.No oral, telegraphic, electronic, facsimile, or telephonic proposals or modifications will beconsidered in the absence of a hard copy sealed proposal.Proposals received after the scheduled submittal deadline will be returned. Proposalspostmarked prior to submittal deadline, but received after the deadline, will be returned.1.5 Proposal Format:Proposals must be submitted in the format described in the Proposal Format andRequirements Section No. 3.2. Proposals must be complete in all respects as required in theProposal Format and Requirements Section. Proposals are to be prepared in such a way asto provide a straightforward, concise description of capabilities to satisfy the requirements ofthe RFP. Expensive binding, colored displays, promotional materials, etc., are not necessaryor desired. Emphasis should be concentrated on conformance to the RFP instructions,responsiveness to the RFP requirements, and on completeness and clarity of content. Aproposal may not be considered if it is conditional or incomplete.Request for Proposal No. P-130000784AGraffiti Abatement Services1.6 Elevated Contractor InterviewsThe City may elect, at its option, to elevate the most qualified contractors to an interviewphase.1.7 Contract:A copy of the City of Ventura’s General Services Agreement, Attachment “C” is includedherein, as it will be the document executed into a final contract between the City and theawarded Contractor. You do not have to return Attachment “C” with your proposal submission;the sample General Services Agreement is provided for reference only and does not have tobe returned with the bid.1.8 Insurance Requirements:Successful firm shall provide insurance as noted in Exhibit “C” of Attachment “C” GeneralServices Agreement.1.9 Agreement Prices:At any time during the course of this anticipated contract the City may alter the Scope of Work,making changes to the assignments and times indicated, and/or adding or deletingassignments as deemed necessary. The City and firm will negotiate changes to the contractpricing accordingly.Unless otherwise stated, prices are maximum for the term of the Contract. Price adjustments,if allowed under this Contract, must be requested in writing and accompanied by the requiredinformation to substantiate the request for price adjustment, as set forth in the Contract. Noprice adjustment allowable under this Contract will be granted retroactively. The CITY mustalso be given the benefit of any decline in prices. If any price increase is granted by the CITY,the increase shall not be greater than the Consumer Price Index (CPI) of the current year.1.10 Subcontracting:No Subcontracting any portion of Contractor’s duties under this agreement without priorwritten consent of the City. Clearly state in your proposal if subcontractors will be used andfor what services. Clearly identify if a markup will be utilized and share markup percentage inSchedule of Compensation.1.11 Communication with City Staff or Elected City Representatives:Any communication with City staff or City Elected Representatives, except for the Purchasingand Contracts Division, regarding this RFP is prohibited. SCOPE OF SERVICES2.1. Introduction.The City of Ventura previously issued Invitation to Bid ITB no. B-130000784 for Graffiti AbatementServices. After careful review, it was determined that an administrative error had occurred and themetho of procurement should have been a Request for Proposal.2.2 General OverviewThe City of San Buenaventura (“City of Ventura” or “City”) is seeking qualified Contractors to provideGraffiti Abatement Services at several locations throughout the City.2.3 Scope of Work1. Scope of ServicesThe Contractor shall provide all labor, vehicles, equipment, supplies, 2-way radios, staging,safety and materials necessary to perform the work.• Working Hours Begin at 9:00AM or Later. Required traffic control, set up, or other safetymeasures required by the City of Ventura or Union Pacific Railroad may begin at8:30AM.• End Time for Working Hours is 3:00PM or Earlier. Any traffic control, set up, or othersafety measures required by the City of Ventura or Union Pacific Railroad must beremoved by 3:30PM so flow of traffic is not effected.• Contractor must provide to City of Ventura Management/representative a planning anddesign schedule 48 hours prior to the start of work.• Contractor is responsible for the set up and breakdown of all safety containmentequipment for each service.• Contractor must install protective and/or safety measures for the traveling public and /orpedestrians.• Contractor must have fall protection equipment training for any staff working on:ladders, scaffolding, safety harness, etc.• For work on the Trestle located above the 101 freeway between California Street andEast Front Street a fall safety harness, hard hat, and Class 3 safety vest is mandatory.(Again, you are working above the 101 freeway)• Flaggers’ as required or needed at the direction of City management or representativeand Union Pacific Railroad.• Union Pacific Railroad flaggers will be provided up to six times a year. Additionalservice/costs are at the contractor’s expense if needed or required.o Contractor must notify Union Pacific Railroad and City of Venturamanagement/representative, 7 days prior to graffiti abatement project.o Note: Union Pacific Railroad flaggers are required if contractor has employee’sworking within 15 feet of any railroad track(s).• Contractor is responsible for all tools and equipment required for preparation to paint,for painting, and clean up.
