Athens St.Winder, Georgia 30680Email: itsbids@barrow.k12.ga.usREQUEST FOR PROPOSAL (RFP) FORAudio System Upgrades – Multiple SchoolsTo: All Interested VendorsYou are invited to submit a formal proposal (bid) for Audio System Upgrades – Multiple Schoolsfor the Barrow County School District in accordance with the attached General Conditions andSpecifications.Proposals from bidders will be received by Barrow County Schools, 179 W. Athens St., Winder,Georgia 30680 until 11 AM local time, on Thursday, February 26th. Proposals must be emailedto the attention of John St.Clair at itsbids@barrow.k12.ga.us. Proposals will be voted on by theboard on Tuesday, April 7th and an award made Wednesday, April 8th. Work must be completedand invoiced by June 22nd.There is a mandatory pre-bid meeting at 12:00 PM on Tuesday, February 10th, at the Board ofEducation Office at the above address for all interested vendors.All questions should be emailed no later than Monday, February 16th, to John St.Clair -itsbids@barrow.k12.ga.us. Any modifications to the RFP based on questions and answersregarding this offering will be posted as addendums to the RFP, and made available on the website at http://www.barrow.k12.ga.us/bids. Vendors are responsible for checking the web site foramendments to the RFP. Vendors should check for RFP updates prior to submitting finalproposal.Emailed proposals will only be deemed accepted for consideration upon delivery of aconfirmation email from jstclair@barrow.k12.ga.us to vendor’s email indicating receipt ofproposal. If vendor does not receive confirmation of receipt of proposal via email, vendorshould consider proposal not to have been delivered.Barrow County reserves right to postpone bid opening to later the same day beyond original duedate/time in event of delay of email services. Once time has been called and the first proposalhas been opened, any proposals received thereafter will be rejected. Proposals must be validfor 90 days from due date. Barrow County Schools reserves the right to reject any and all bidsor to waive any informality in bidding.GENERAL CONDITIONS & SPECIFICATIONSThe Barrow County School System seeks competitive bids for upgrading audio systems in gyms and cafeterias atvarious middle and high schools as per the general conditions here and specific task criteria to follow. General goalis to augment (where existing system is deemed to be worth keeping) or to replace audio systems to meet generaland specific conditions below.GENERAL CONDITIONS1. Proposed audio systems must integrate directly with the school’s existing Audio Enhancements intercomand emergency alert infrastructure.2. The systems shall be capable of being used as a completely independent audio system for variousapplications as well as an integrated system with the building’s intercom / alert system.3. Proposed audio systems must be configured for emergency alert infrastructure to have priority, muting anyother inputs and presenting announced alert at a guaranteed minimum volume to ensure that emergencymessages and announcements are clearly heard above all other audio sources and are heard over thesound of activity in the gym/cafeteria, while not exceeding safe decibel levels.4. Cafeteria AV systems shall be designed to support a multi-use, multi-audience environment, providingclear, intelligible audio reinforcement for daily dining periods, school assemblies, after-school functions,community events, and large-group instructional activities. The system must ensure that allannouncements—local, building-wide, and emergency—are delivered with uncompromised clarity and highspeech intelligibility throughout the space. The system shall be capable of being used as a completelyindependent audio system for various applications as well as an integrated system with the building’sintercom / alert system. Cafeteria systems must provide audio in kitchen/back-of-house areas suitable toensure intercom and alerts can be heard over kitchen noises during food preparation and cleanup.5. Gymnasium AV systems shall be designed to be a multi-purpose sound reinforcement and paging/alertsystem capable of supporting a wide range of school and community activities. These uses includephysical education classes, athletic competitions, assemblies, after-school functions, community events,and large-group instructional activities. The system must ensure that all announcements—local, building-wide, and emergency—are delivered with uncompromised clarity and high speech intelligibility throughoutthe space. The system shall be capable of being used as a completely independent audio system forvarious applications as well as an integrated system with the building’s intercom / alert system. Specificconsideration for intercom/emergency alerts must be given to locker room areas and they must beconsidered part of the gym audio space.6. Proposed audio systems must allow for integration of external AV components, including interactive flatpanels, existing projector systems, and other sources that presenters may bring to the facility. Audio fromthese devices should be routed through the proposed audio system to ensure consistent volume levels,proper equalization, and clear intelligibility throughout the room space, while not exceeding safe decibellevels.7. The overall system architecture should be future-proofed to allow for additional zones, inputs, andtechnology upgrades as district needs evolve, without requiring wholesale replacement8. Barrow Board County of Education is exempt from all state sales tax, federal excise tax, property tax, etc.These taxes shall not be included in the quote.9. Include digital copies of the manufacture catalog and/or brochure showing a picture of each proposed itemalong with details such as mfg model, item description and specifications, and site requirements.10. All equipment proposed must be brand new and not include any remanufactured or refurbishedcomponents, frames, or parts.11. The quoted price must include any assembly, programming, training, and/or other installation fees andcharges.12. The vendor is responsible for removal of debris from Barrow County Board of Education schools andoffices the same day installation takes place.13. Describe warranty/maintenance/support procedures and contact information, and guaranteed responsetimes for service calls. Describe post-installation non-warranty support services available.14. All vendors must provide three (3) business references having the proposed or similar equipment inoperation in similarly sized installations. The listing shall include contact name, email address, and phonenumber.15. Equipment specified in specific tasks below is representative of one design option. Alternatives inequipment specifications or overall design are acceptable. Vendors proposing alternatives must thoroughlydescribe the capabilities and functionality and how the alternatives are equal to or exceed the specifiedequipment.16. For each room location, vendor must provide a detailed list of all components, a narrative describing howthe system will function at the location, and a cost total for the specific room location.
