This ePort will supportdestination stewardship, environmental protection, and sustainable tourism management by identifyingpractical, long-term solutions to sanitation and waste challenges. The resulting plan will guide futureinvestments, improve the visitor experience, and help preserve the natural beauty and communitycharacter of the Twin Lakes area.Twin Lakes, Colorado, is a treasured yet fragile recreation destination at the Top of the Rockies. Known forits scenic landscapes, historic character, and outdoor recreation opportunities, the area attracts a growingnumber of visitors each year. However, existing infrastructure has not kept pace with increased use,creating significant challenges for land management and community sustainability.As a high-use area without a municipal wastewater system, and with environmental constraints that maketraditional septic systems unviable, Twin Lakes faces ongoing issues related to unmanaged human wasteand trash. Aging U.S. Forest Service (USFS) vault toilets are no longer consistently maintained due tofunding limitations. Additionally, trash removal in the area can be both costly and logistically complex, withlimited-service options available due to its remote location and lack of centralized infrastructure.Local nonprofits and community organizations have taken on a critical role in addressing these gaps byfunding portable restrooms, organizing volunteer cleanups, and coordinating waste removal. Despitethese ePorts, sanitation challenges persist, posing risks to water quality in the Twin Lakes Reservoir,degrading surrounding public lands, and diminishing the overall visitor experience.This project is grounded in the principles of Destination Stewardship, a core priority of the ColoradoTourism OPice (CTO). With support from CTO funding, Lake County Government and Visit Leadville-TwinLakes will lead a consultant-driven strategic planning process to identify sustainable, scalable, and site-appropriate restroom and waste infrastructure solutions.The planning process will convene a diverse group of stakeholders – including federal agencies, localgovernments, nonprofits, businesses, and residents – to collaboratively assess existing conditions, identifypriority locations, and define clear implementation strategies. Each bid must include the full business address of the Bidder and be signed by an authorizedrepresentative.• Partnerships: Bids must include the full names of all partners and be signed in the partnershipname by one of the partners or an authorized representative. The signature must be followed bythe name and title of the person signing.• Corporations: Bids must be signed with the legal name of the corporation, followed by thestate of incorporation. The signature must be by the president, secretary, or another personauthorized to bind the corporation, and include their name and title typed or printed below thesignature.• Individuals with Titles: If a person signs using a title (e.g., “president,” “secretary,” or “agent”)without disclosing their principal, the bid may be deemed to be that of the individual.When requested by the County Attorney’s OPice, satisfactory evidence of a signatory’s authority tobind a corporation must be provided. This ePort supports destination stewardship and year-round tourism by improvingenvironmental conditions, enhancing visitor experience, and strengthening the long-term economic vitalityof the Twin Lakes area.About the ProjectLake County Government seeks proposals from qualified consultants to develop a comprehensivestrategic plan addressing restroom and waste infrastructure needs in and around Twin Lakes.The selected consultant will lead a structured planning process that includes stakeholder engagement,technical analysis, infrastructure mapping, and development of an actionable implementation framework.This project will result in a clear roadmap to guide future investment, coordination, and management ofsanitation infrastructure in the Twin Lakes area.This project has a maximum budget of $25,000.00 and is managed by the Visit Leadville-Twin LakesTourism Panel in collaboration with Lake County Government.PurposeThe purpose of this project is to contract a qualified consultant to develop a comprehensive, actionablestrategic plan that addresses restroom and waste infrastructure needs in and around Twin Lakes. Throughstakeholder engagement, site assessment, and technical analysis, this initiative will support ePorts toadvance destination stewardship, protect natural resources, and improve the overall visitor experience.This project will result in a suite of practical planning tools and recommendations, including infrastructuremapping, gap analysis, and an implementation framework, that can be used by Lake County and itspartners to guide future investments, coordinate responsibilities, and implement sustainable sanitationand waste solutions. Ultimately, this ePort will help preserve the environmental integrity and communitycharacter of Twin Lakes while supporting responsible, year-round tourism.Scope of ServicesThe selected consultant will provide comprehensive planning and advisory services, including stakeholderengagement, site assessment, technical analysis, and strategic plan development. The services outlinedbelow are required to support the creation of a clear, actionable framework for sustainable restroom andwaste infrastructure in and around Twin Lakes, advancing destination stewardship and long-term tourismmanagement goals. These services are defined by the requirements of the Colorado Tourism OPice grantfunding and must be completed in full to ensure compliance with grant deliverables and projectobjectives.5. 1.
