ITEM IADVERTISEMENT FOR BIDSSealed bids will be received by the County Commission of Mobile County, Alabama, inthe Mobile Government Plaza, Eighth Floor South Tower, Mobile, Alabama, until10:00 A.M. on Wednesday, January 7th, 2026, and then publicly opened for furnishingall labor and materials, and performing all work required by Mobile County and describedas follows:Project: Salt Aire Shoreline RestorationProject No.: NFWF-57972-SA02Project Description: The Salt Aire Shoreline Restoration project consists of constructionof shoreline protection and hydraulic dredging and placement for marsh creation. Theshoreline protection includes optional excavation of flotation access channels, and theconstruction of graded rock riprap breakwaters. The marsh creation includes theconstruction of earthen containment dikes between the breakwater gaps, hydraulicdredging of an offshore borrow area, placement of dredged fill within the marsh creationareas, and excavation of tidal creeks.225 calendar days are allowed for the construction of the project.All bids must be on blank forms provided in the specifications and submitted in its entirety.A cashier’s check drawn on an Alabama bank or a bidder's bond, payable to MobileCounty, Alabama, for an amount not less than five percent (5%) of the amount bid, but inno event more than ten thousand dollars ($10,000.00), shall be filed with the bid, as a bidguaranty. The bidder's bond shall be prepared on the form specified and issued by asurety company authorized to do business in the State of Alabama.A performance bond in the form and terms approved by the County in an amount not lessthan the contract price will be required at the signing of the contract. A labor andmaterials bond in the form and terms approved by the County in an amount not less thanthe contract price, ensuring payment for all labor and materials, shall also be required atthe signing of the contract. In addition, the contractor must furnish to the County at thetime of the signing of the contract a certificate of insurance coverage as provided in thespecifications. The right is reserved to reject any and/or all bids and to waive informalitiesand to furnish any item of material or work to change the amount of said contract.This project is being bid EXCLUDING TAXES and requires the Contractor to comply withapplicable provisions of Section 40-9-14.1, Code of Alabama, 1975, as amended;applicable provisions of the Alabama Administrative Code; and applicable requirements ofthe Alabama Department of Revenue (ADOR).Liquidated damages for non-completion of the work within the time limit agreed upon willbe assessed in accordance with the terms of the contract.Bidding Documents are on file and may be viewed at Mobile County EnvironmentalServices, 7th Floor, South Tower, 205 Government Street, Mobile Alabama and at theoffice of Moffatt & Nichol, 11 N. Water Street, Suite 20220, Mobile, Alabama.Specifications are available and may be obtained by prime contractor bidders by emailingthe Project Engineers at ncox@moffattnichol.com and pcaraway@moffattnichol.com.Printed copies of the Bidding Documents may be obtained from the Issuing Office with24-hour notice (send notice to: ncox@moffattnichol.com andpcaraway@moffattnichol.com), during the hours indicated above, upon payment of adeposit of $150.00 for each set. Said cost represents the cost of printing, reproduction,handling, and distribution, therefore no refund will be granted. Cashier’s checks forBidding Documents shall be payable to “Moffatt & Nichol.” Partial sets of BiddingDocuments will not be available from the Issuing Office. Neither Owner nor the Engineerwill be responsible for full or partial sets of Bidding Documents, including Addenda if any,obtained from sources other than the Issuing Office. No Specifications will be issued laterthan twenty-four (24) hours after the mandatory pre-bid conference listed below.A mandatory pre-bid conference will be held on Thursday, December 4, 2025 at 10am at 3175 Salt Aire Road, Theodore, AL 36582. All prospective bidders should have arepresentative present at the pre-bid conference and must provide the Engineer with theirgeneral contractor’s license number at this time.No bids will be considered unless the bidder, whether resident or non-resident ofAlabama, is properly licensed and qualified to perform the work described herein inaccordance with all applicable laws of the State of Alabama. This shall include evidenceof holding a current certificate to engage in general contracting in the State of Alabama,issued by the State of Alabama Licensing Board for General Contractors, Montgomery,Alabama, as required by Section 34-8-2, Code of Alabama (1975). Any contractor thatdesires to bid as a prime contractor must have at least one of the following majorclassifications of license per Section 230-X-1-.27 of the State of Alabama Licensing Boardfor General Contractors Administrative Code:1.e) Heavy and Railroad ConstructionOut of state corporations shall furnish a certificate of authority to transact business inAlabama. Out of state limited liability companies shall provide proof of registration totransact business in this state.Prior to the award of a competitively bid contract to a contractor having one or moreemployees in the State of Alabama, Alabama law requires that the contractor provide theCounty proof of enrollment in E-Verify (see www.uscis.gov/everify).All Bidders must be registered in www.SAM.gov for the purposes of confirmingsuspension status. Mobile County will verify that the contractor or its principles, does notappear on the federal government’s Federal Excluded Parties List prior to executing anagreement of contract with the entity.No bid shall be withdrawn for a period of thirty (30) days subsequent to the opening ofbids without the consent of the County Commission of Mobile County, AlabamaCOUNTY COMMISSION OFMOBILE COUNTY, ALABAMABY: MERCERIA LUDGOOD, COMMISSION PRESIDENTPUBLISH: November 12, 2025FOLLOWING DATES:November 19, 2025November 26, 2025
