REQUEST FOR PROPOSALSFOR DEVELOPMENT AND IMPLEMENTATIONOF A REVALUATION PROGRAMFOR THE TOWN OF SHARON, MASSACHUSETTSThe Town of Sharon is undertaking a program to revalue all real and locally assessedpersonal property, pursuant to the General Laws of the Commonwealth of Massachusetts.Contractors desiring to provide services according to the specifications must deliver 3copies of their proposals to the Sharon Assessors’ Office no later than 4:00P.M., onWednesday, December 31, 2025.Proposals must be submitted in the following manner: The price and non-price portionsof the proposal must be submitted in separate sealed envelopes.Properly and timely submitted proposals will be evaluated, as described in the RFP, bythe Town for responsiveness to the requirements set forth in the RFP.Proposals are sought with the intent of selecting the most advantageous proposal andmost responsive to the requirements set forth in the RFP for contract negotiation andaward. The Town, however, reserves the right to waive any informality and to rejectany and all proposals if such action is deemed to be in the best interest of the Town.This RFP was prepared pursuant to and with the intent of compliance withMassachusetts General Laws Chapter 30B.Do not submit a copy of this Request for Proposals as part of your proposal.In addition to addressing each of the items in the specifications, the contractor must submit as part of itsproposal the following information:1. A letter of transmittal signed by the individual authorized to negotiate for and contractually bind thecontractor stating that the offer is effective for at least sixty (60) calendar days from the deadline forthe submission of proposals.2. A copy of audited financial statements for the contractor’s most recent fiscal year. These statementsmust have been prepared by and independent Certified Public Accountant in accordance with thegenerally accepted accounting principles and must include a balance sheet, a statement of changesin financial position, a statement of changes in retained earnings, a statement of operations (incomestatement), the disclosure of any other changes in stockholder’s equity (if applicable) and any andall other related notes and statements necessary for adequate disclosure of the financial position ofthe business entity. A financial review, even one prepared by a C.P.A., or a statement provided bycompany employees in unacceptable. If the contractor is part of a larger entity, these statementsshould break out subsidiary data.The contractor must either (1) submit the financial information described above with its proposal or(2) state that it will produce the information for review by the assessors within ten (10) calendar daysof the proposal submission deadline.3. A list of Massachusetts municipalities for which the contractor has completed revaluation programs.4. A list of the revaluation contracts for which the contractor is currently committed.5. Written assurances that the revaluation will meet Department of Revenue certification requirements.The criteria upon which proposals will be evaluated includes the following:1. Directness of response to the specifications.2. Project timetable. Refer to Section 32.0 Minimum Evaluation Criteria.3. Experience of the contractor with other similar revaluation projects. Refer to Sections 32.0 and33.0 Minimum and Comparative Evaluation Criteria.4. Experience of the individuals who will be doing the revaluation. Refer to Sections 32.0 and 33.0Minimum and Comparative Evaluation Criteria.5. Cost of the project.The Board of Assessors reserves the right to amend this Request for Proposals at any time prior to thedeadline for submission of proposals and to reject any or all proposals received if they determine it is inthe best interests of the municipality.1.0 PROFILE OF SHARON, MASSACHUSETTS1.1 Sharon is located in Norfolk County Massachusetts and containsapproximately 24.18 square miles and approximately 7,129 parcelsof real property and 179 accounts of personal property. The populationof Sharon is approximately 18,442.1.2 Sharon contains the following number of properties as of January 1, 2025:# parcelsproperty type (state class code)5,355101425102211099310441057111 & 112289130-1321910670improved commercial17vacant commercial14improved industrial23vacant industrial3ch. 61 land7ch. 61A land15ch. 61B land31improved mixed use0unimproved mixed use63improved exempt510vacant exempt6,903total parcels1.3 The Town of Sharon most recently completed a revaluation for fiscal year 2022.Vision Government Solutions revalued the commercial, industrial, multiple-use, residential over three units and improved exempt real estate. All other realestate was revalued in-house by the staff of the Assessors’ Office. All realestate was assessed utilizing the Vision Government Solutions cost system. TheTown will be assessing property for fiscal year 2027 using the existing in-house Vision Government Solutions cost based CAMA system.A residential town-wide data re-inspection program began in fiscal year 2023 and continued throughfiscal year 2025, completing approximately 1/3 of the Town’s residential properties.Current Assessors’ Office staffing includes three full-time staff, an administrative assessor,administrative assistant and a senior clerk. Building permits are identified each year and inspected by theAdministrative Assessor. All data changes that are identified are entered by the assessors’ office staff.Maps are updated annually by the Town’s Engineering Department and Main Street GIS utilizing aGeographic Imaging System (G.I.S.).2.0 SCOPE OF THE PROJECT2.1 Subject to the terms and conditions of this Request for Proposals, the contractor shallvalue the following real property:commercialindustrialresidential over three unitsmultiple-useimproved exempt2.2 The contractor shall value the above referenced real property utilizing the exitingin-house Vision Appraisal Technology CAMA appraisal system.2.3 The contractor shall determine the full and fair cash value of the property described in2.1 and the usage classification of all real property so described in accordance withthe Massachusetts General Laws, Chapter 59.2.4 The valuation and use of all property described in 2.1 shall be determined as ofJanuary 1, 2021. The contractor shall value all newly constructed improvementsor those incomplete as of this valuation date from among those properties.2.5 The contractor will conduct a field review of all improved commercial, industrial,residential over three units and multiple use properties.2.6 The Town will provide the contractor with FY 2026 copies of the property recordcards for each of the properties requiring a field review.2.7 The Town will be responsible for all data entry changes that result from the fieldreview.3.0 RESPONSIBILITIES OF THE PARTIES3.1 Board of AssessorsThe Board of Assessors shall receive periodic reports from the contractor, shall review and evaluate theprocess of the project, and shall notify the contractor whether the work performed is satisfactory and timely.The assessors shall provide two copies of available tax maps. The assessors shall also provide available“parcel identification data” for each parcel of real property described in 2.1, one set of zoning maps and acopy of zoning ordinances. All of the above information shall be current and correct as of 1/1/26.The municipality shall provide the contractor with necessary office space, furniture, utilities andlocal telephone service for the duration of the project.The Assessors may contract with an/or otherwise designate a project monitor. The monitor shall generallyfacilitate the performance of the services required by this Request for Proposals and shall review and analyzethe quality and progress of the contractor’s performance of those services.3.2 ContractorThe contractor is responsible for fulfilling all requirements stated in this Request for Proposals in a timelyfashion and in a professional and satisfactory manner.During the course of the project, the contractor shall work cooperatively with and shall provide anyreports, invoices, schedules and other information required by this Request for Proposals to any projectmonitor designed by the assessors.4.0 PUBLIC INFORMATION PROGRAM4.1 The assessors and the contractor shall cooperate in maintaining good public relations throughout theperiod of this project. The contractor must coordinate all activities necessary to promote publicunderstanding, awareness and cooperation in conjunction with the entire project. The contractor must beprepared to conduct a public information program which includes media releases.4.2 The contractor shall submit a formal written description of the public information program within twenty(20) calendar days of contract execution.
