Description: 11/10/25   Addendum 1 has been posted Request for Proposal: Innovative Finance & Asset Concession Asset Scan for the City of New Rochelle Reconnecting Communities Transit Oriented Development Project FAIN: 69A6212550008 Federal awarding agency: USDOT, Build America Bureau Program name: Innovative Finance and Asset Concession Grant Program (IFACGP) The City of New Rochelle (“City” or “CNR”) is pleased to release this Request for Proposal (“RFP”) which seeks proposals from qualified Consulting Firms (“Consultants”) for technical assistance to perform an Asset Scan as related to the CNR Reconnecting Communities Transit Oriented Development (“TOD”) Project pursuant to United States Department of Transportation’s (“USDOT”) Building America Bureau (“BAB”) Innovative Finance and Asset Concession Grant Program (“IFACGP”) award and relevant requirements. The selected Consultant must demonstrate expertise in transit-oriented development and relevant subject matters including applicable municipal law, planning, real estate, data science, geographic information systems and related professional practices. A pre-submittal conference call regarding this RFP will be hosted on November 5, 2025 at 11:00 a.m. Attendance on this call is not mandatory, but is highly encouraged.
