General Notice

Village of Mahomet (Owner) is requesting Bids for the construction of the following Project:

Watermain Improvements

Bids for the construction of the Project will be received at the Village of Mahomet located at Mahomet Village Hall, 503 E. Main Street, Mahomet, IL 61853, until January 16, 2025, at 10:00 AM local time. At that time the Bids received will be publicly opened and read.

The Project includes the following Work:

Construction of watermain improvements to replace and/or upgrade existing watermains with various sizes, including reconnecting existing water services located in the various parts within Mahomet.

Obtaining the Bidding Documents

Information and Bidding Documents for the Project can be found at the following designated website:

Upon accessing the website, Bidders will see a drop down titled Connect. Select, “Obtain Bidding Documents” in that drop down.  Clicking this link will take Bidders directly to the Quest Network Service and will display all projects available for bid through Fehr Graham.  On this page, projects ads will be listed in the left-hand column with project numbers assigned by Quest displayed.  Potential Bidders can enter the Quest project number 9404065 in the field provided to view the full ad for the Village of Mahomet Watermain Improvements project and download a complete set of bidding documents from this page for a non-refundable fee of $25.00.  Please contact QuestCDN.com at (952) 233-1632 or info@questcdn.com for assistance in free membership registration, downloading, and working with this digital project information.

The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-Bid Conference

A pre-bid conference for the Project will be held on December 12, 2024, at 10:00 AM at Mahomet Village Hall, 503 E. Main Street, Mahomet, IL 61853. Attendance at the pre-bid conference is encouraged but not required.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Illinois Environmental Protection Agency Instructions

“Any contract or contracts awarded under this invitation for bids are expected to be funded in part by a loan from the Illinois Environmental Protection Agency (Illinois EPA). Neither the State of Illinois nor any of its departments, agencies, or employees is or will be a party to this invitation for bids or any resulting contract. The procurement will be subject to regulations contained in the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act (40 USC 276a through 276a-5) as defined by the United States Department of Labor, the Employment of Illinois Workers on Public Works Act (30 ILCS 570), Illinois Works Jobs Program Act (30 ILCS 559/20-1), and the federal “Build America, Buy America Act” requirements contained in the Infrastructure Investment and Jobs Act, Pub. L. No. 117-58.

This procurement is also subject to the loan recipient’s policy regarding the increased use of disadvantaged business enterprises. The loan recipient’s policy requires all bidders to undertake specified affirmative efforts at least sixteen (16) days prior to bid opening. The policy is contained in the specifications. Bidders are also required to comply with the President’s Executive Order No. 11246, as amended. The requirements for bidders and contractors under this order are explained in 41 CFR 60-4.”
