NOTICE INVITING SEALED BIDS
FOR
LANDSCAPE MAINTENANCE SERVICES
FOR LANDSCAPE MAINTENANCE DISTRICT ZONES 12, 15, 16, 18, 20, 21, 22 AND CW15

PUBLIC NOTICE IS HEREBY GIVEN that the City of Moorpark (“City”), invites sealed bids for the above stated project and will receive such bids in the office of the Parks and Recreation Department, 323 Science Drive, Moorpark, California, 93021 up to the hour of 10:00 a.m. on May 21, 2026.
The Scope of Work for this project consists of providing all labor, services, and furnishing all materials, tools, equipment, supplies and transportation as necessary for the performance of scheduled landscape maintenance services in landscaped parkways, medians, slopes in accordance with contract provisions and specifications attached hereto and made a part of this Notice.
Prospective bidders may obtain copies of the RFP for Landscape Maintenance Services for Landscape Maintenance District Zones 12, 15, 16, 18, 20, 21, 22 and CW15 from the City of Moorpark website at www.moorparkca.gov/bids .
A mandatory pre-bid meeting will be held on Tuesday, May 12, 2026 at 9:00 a.m. at the Moorpark Public Services Facility, located at 627 Fitch Avenue. Every Bidder is required to attend the pre-bid meeting. Failure of a Bidder to attend will render that Bidder’s Bid non-responsive. No allowances for cost adjustments will be made if a Bidder fails to adequately examine the Project site before submitting a Bid.
Bid proposals must be accompanied by a certified or cashier’s check, or bidder’s bond, made payable to the City of Moorpark in the amount of ten percent (10%) of the total bid price for year one (1). All Bonds must be issued by a California admitted Surety insurer using the forms set forth in the Contract Documents, or other form approved by the City Attorney. This bond or check will constitute a guarantee that the bidder will, if an award is made to him/her in accordance with the terms of said bidder’s proposal, provide all licenses, insurance and bonds as identified in this Request for Proposal and execute a contract on the City’s standard form.
Prevailing Wages . In accordance with Labor Code Section 1770 et seq., the Project is a “public work.” The selected Bidder (Contractor) and any Subcontractors shall pay wages in accordance with the determination of the Director of the Department of Industrial Relations (“DIR”) regarding the prevailing rate of per diem wages. Copies of those rates are on file and are available to any interested party upon request. The Contractor shall post a copy of the DIR’s determination of the prevailing rate of per diem wages at each job site. This Project is subject to compliance monitoring and enforcement by the DIR.
If a prospective bidder is in doubt or has any questions as to the true meaning or intent of any part of the Bid package, or discovers discrepancies, errors, or conflicts, or omissions, he/she may submit, to the City, a written request via email for an interpretation or a correction thereof. Interpretations or corrections shall be made only by addendum duly issued by the City. A copy of such addendum will be posted on the City bid page and such addendum shall be considered a part of, and incorporated in, the Contract Documents. Bidders are responsible for ensuring that they have received any and all Addenda. Questions must be received in writing no later than Friday, May 15, 2026 at 4 p.m. local time in order to provide the City sufficient time to evaluate the question and respond. Questions received after the aforementioned deadline will be deemed not received. The City will respond via written addendum no later than 48 hours prior to the bid due date. Bids must be prepared on the approved Proposal forms in conformance with the Instructions to Bidders and submitted to the City of Moorpark (323 Science Drive, Moorpark, CA 93021) in a sealed envelope plainly marked on the outside, "RFP for Landscape Maintenance Services – Do Not Open With Regular Mail”, and proposer’s name.
All bidders must possess a State of California Contractor’s License, Class C-27, and State of California Pesticide License, and be registered with the Department of Industrial Relations (DIR), as defined in the contract documents at the time of bid submission to be eligible for the award of contract. Said Licenses must be maintained in good standing throughout the term of the contract. Failure to possess the specified licenses shall render the bid as non-responsive. No contract will be awarded other than to a contractor properly licensed in accordance with contract documents, and the provisions of Chapter 9, Division 3, of the Business and Professions Code of the State of California, cited as the Contractor’s State License Law. Each bidder shall submit evidence of DIR Registration, active contractor’s license, and required pesticide license with the bid documents.
All bids must be submitted in conformance with this Notice and with Instructions to Bidders. The City of Moorpark reserves the right to reject all bids.
This contract is subject to liquidated damages.

The bid form includes itemized costs for each area and a total for combinedservice cost for each Zone.Bids shall be submitted in writing on the forms provided by the City. The proposal forms which must be submitted by bidders includepages 12 through 26, as may be amended by the City.SCOPE OF WORKScope of work to be performed under contract with the City includes, but is not limited to, labor,services, and furnishing all materials, tools, equipment, supplies and transportation as necessaryfor the performance landscape maintenance and related services as more fully described inAppendices A, B, C, D, E, F, G, and H to the Contract contained herein.EXAMINATION OF REQUEST FOR PROPOSALS DOCUMENT, BIDDING INSTRUCTIONS ANDPROPOSAL, CONTRACT DOCUMENTS, PERFORMANCE REQUIREMENTS, SCOPE OFWORK, AND AREAS TO BE MAINTAINED.The bidder shall personally examine the site of the work contemplated, specifications, and ContractDocuments before submitting a bid proposal, to ascertain the existences of any conditions whichmay impact the bid proposal. Therefore, it will be assumed that the bidder has personallyinvestigated and is satisfied as to the general and local conditions to be encountered, the characterof equipment and facilities needed preliminary to and during the prosecution of the services, andthe requirements of these specifications.
