For any questions relating to Registration atwww.harrisoncountybids.com or the Electronic Submission process, call PH Bidding at 662-407-0193.“ALL Sealed Submissions” must be on file with the Clerk of the Board prior to the opening dateand time as stated above. All submissions must be sealed and clearly marked on the outside ofthe envelope as indicated “Harrison County Beach Vending Site Rental Bid to be opened onMarch 5, 2026”. Envelopes not so marked are submitted at the risk of the prospective Firm andthe County assumes no responsibility for the premature opening of same by any Countyemployee.All sealed bids must be on file with the Clerk of the Board prior to the opening time as statedabove. Electronicsubmittals are to be done so on-line at www.harrisoncountybids.com prior to the receiving dateand time as stated above.Bids sent through the U.S. Mail are done so at the risk of the Prospective Vendor/Contractor andshould be addressed to the Harrison County Board of Supervisors, in care of the Chancery Clerk’sOffice, Post Office Drawer CC Gulfport, Mississippi 39502. The County is NOT responsible forbids that arrive in the mail after the designated opening time. Bids may be delivered in person tothe Harrison County Chancery Clerk’s Office in the First Judicial District Courthouse located at1801 23rd Ave, Gulfport, Mississippi until 5:00 p.m. on Wednesday, March 4, 2026, or the Boardof Supervisor’s Conference Room at the First Judicial District Courthouse in Gulfport, Mississippion Thursday, March 5, 2026, prior to the opening time as listed above.If the agency is closed for any reason, including but not limited to: acts of God, strikes, lockouts,riots, acts of war, epidemics, governmental regulations superimposed after the fact, fire,earthquakes, floods, or other natural disasters (the “Force Majeure Events”), which closureprevents the opening of bids at the advertised date and time, all bids received shall be publiclyopened and read aloud on the next business day that the agency shall be open and at the previouslyadvertised time. The new date and time of the bid opening, as determined in accordance with thisparagraph, shall not be advertised, and all Vendors/Contractors, upon submission of a bid, shall bedeemed to have knowledge of and shall have agreed to the provisions of this paragraph. Bids shallbe received by the agency until the new date and time of the bid opening as set forth herein. Theagency shall not be held responsible for the receipt of any bids for which the delivery wasattempted and failed due to the closure of the agency as a result of a Force Majeure Event. EachVendor/Contractor shall be required to ensure the delivery and receipt of its bid by the agencyprior to the new date and time of the bid opening.The Board of Supervisors expressly reserves the right to accept or reject any or all bids or any partof any or all bids based on a highest and best bid determination. If the bid documents requestseparate bids on phases or items of a project, the Board of Supervisors reserves the right to acceptor reject any or all bids or any part of any or all bids based on a highest and best bid determinationon each phase or item for which a separate bid is requested. The Board of Supervisors reserves theright to waive informalities.The Harrison County Board of Supervisors will neither pay for any information herein requestednor be responsible for any costs incurred by the bidder.
