ROADWAY RESURFACING PROJECT

Notice to Contractors

Sealed bids for the Clayton CBD Resurfacing – Phase 2 STP-5438(615)Project will be received by the City of Clayton, Finance Department, 10 N. Bemiston Avenue, Clayton, MO 63105, until 2:00 PM, on WednesdayJuly 30, 2025. Bids will be publicly opened and read aloud at 2:00 PM in the Board of Alderman Council Chambers at 10 N. Bemiston Avenue, Clayton, MO 63105.

The Scope of Work consists of a variable depth removal of the existing asphalt surface in order to correct the crown in the roadway, followed by replacement with a new 2” asphalt overlay for approximately 1.01 miles of roadway and the addition of concrete paver crosswalks. Replacement of underlying concrete slabs may be necessary in isolated locations as conditions require. Existing curb ramps will be replaced in order to bring them into ADA compliance and select signal detector loops will require replacement. Striping, traffic control, and other items shall be included as shown in the specifications.

A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance with the Bidders Checklist.

A pre-bid meeting will be held on Wednesday July 16th, 2025 at 2:00 PM in the Board of Alderman Council Chambers at 10 N. Bemiston Avenue, Clayton, MO 63105. Attendance is strongly encouraged for bidders.

All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher.

The City of Clayton hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award.”

All bidders must be on MoDOT’s Qualified Contractor List per Section 102.2 of the Missouri Standard Specifications for Highway Construction, 2024 Edition (https:/ /www.modot.org/missouri-standard- specifications-highway-construction) including all revisions. The contractor questionnaire must be on file 7 days prior to bid opening.

Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project.

The City of Clayton reserves the right to accept or reject any bid and the waive any irregularities in the best interest of the City.

The DBE goal for this project is 7%

No 2nd tier subcontracting will be allowed on this project.
