November 12, 2025RP033-25REQUEST FOR PROPOSALThe Gwinnett County Board of Commissioners is soliciting competitive sealed proposals from qualified serviceproviders for the Provision of Veterinary Medical Services on a Multi-Year Contract for the Gwinnett CountyDepartment of Community Services.Proposals must be returned in a sealed container marked on the outside with the Request for Proposal numberand Company Name. Proposals will be received until 2:50 p.m. local time on December 9, 2025 at the GwinnettCounty Financial Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville, Georgia 30046.Any proposal received after this date and time will not be accepted. Proposals will be publicly opened and onlynames of submitting firms will be read at 3:00 p.m. A list of firms submitting proposals will be available thefollowing business day on our website www.gwinnettcounty.com.A Webex pre-proposal meeting is scheduled for 10:00 A.M. local time on November 19, 2025. BACKGROUNDGwinnett County has an approximate land area of approximately 437 square miles, with anapproximate population of 1,020,157. Gwinnett County Animal Welfare & Enforcement providesanimal control and animal adoption services for the residents of the County.The Animal Enforcement function of the division is tasked with enforcing the County ordinancerelating to animals. This requires the routine impounding of stray, unwanted, sick, and injuredanimals (primarily dogs and cats). A veterinarian is essential at the Bill Atkinson Animal WelfareCenter to ensure that animals being impounded are receiving proper veterinary care whennecessary. The Animal Welfare function of the division is tasked with finding homes forappropriate animals after their mandatory holding period. A veterinarian is essential to ensurethat adoptable animals are in good health and have undergone the necessary procedures asprovided by the ordinance. Attached are the Annual Reports for 2020, 2021, 2022, 2023, and 2024summarizing Facility activity (Annual Reports, pages 44-48).II. SCOPE OF WORKProvide veterinary services and staffing at the Gwinnett County Bill Atkinson Animal WelfareCenter, located at 884 Winder Highway, Lawrenceville, GA 30046, to include, but not be limited tothe following:1. Examinations and diagnostics including, but not limited to fecal exams, blood work, bloodcount, endocrinology, heartworm testing, FIV/FELV testing, parvo testing, urinalysis,dermatology, general health examinations, ophthalmic examinations, orthoscopicexaminations, x-rays, and ultrasound, and other diagnostic procedures as necessary.2. Surgical sterilization, to include spaying and neutering.3. Anesthesia induction and monitoring, including post-operative pain management.4. Amputations and other surgeries as needed.5. Exploratory surgery to determine sterilization status.6. Perform triage examination and treatment of sick and injured animals.7. Perform tests and/or treat animals involved in cruelty/neglect cases within 12 hours ofimpound timeframe. Evaluation and treatment of animals from cruelty/neglect caseswithin 12 hours of impound (excluding Sundays).8. Forensic and necropsy examinations, including documentation and expert courtroomtestimony.9. Any and all treatment, prescriptions, administration of medications, monitoring and followup.10. The vendor is responsible for ensuring that all animals receive and ingest their prescribedmedication as directed.RP033-25PAGE 311. Availability to Gwinnett County Animal Welfare & Enforcement by landline and cellphonenumbers must be provide by Gwinnett County Animal Welfare seven days per week, 24hours per day. Vendor must ensure phone lines are active at all times.12. Monthly schedule must be provided to Gwinnett Animal Welfare & Enforcement five (5)business days before the start of each month.13. Care requests made in Shelter Buddy, the County’s animal management system) must bereviewed every morning and afternoon to ensure proper care of animals.14. Maintain drug and veterinary medical supply inventory and logs, including submittingorders for supplies as necessary.15. Input, maintain and update Shelter Buddy Program records.16. Successful proposer must provide a comprehensive list of medical and/or surgicalsupplies needed to allow them to fully function in all capacities of the contract on “Day 1”of the contract effective date.17. Attend all necessary meetings, including animal welfare management staff meetings,Welfare panel meetings and Animal Advisory Council meetings.18. The vendor will be responsible for covering all costs associated with pharmaceuticals (Listhas been provided).19. Gwinnett County will cover the cost of consumables used in the shelter. (List has beenprovided)20. Gwinnett County will provide the cost of IDEXX supplies such as Heartworm test, FIVtesting kits and Parvo test.21. Gwinnett County will provide vaccines used on shelter animals such as DHPPv, FVRCP,Rabies vaccines and Bordetella vaccines. In addition, Gwinnett County will provideemergency medication if needed.22. Animal Welfare is requesting veterinarian technician’s services on County scheduledholidays when the shelter is closed, to provide medications to our short term and long-term cats and dogs in the shelter. With our goal to maintain a high live release rate, this isrequired to keep our animals healthy for placement through adoption, rescue or foster.23. If any issues come about concerning the care and treatment of the animals at theGwinnett County Bill Atkinson Animal Welfare Center by Animal Welfare and EnforcementStaff, or any actions of Animal Welfare and Enforcement staff, all service provider staffare required to bring those issues directly to the Director of Gwinnett County AnimalWelfare and Enforcement for handling.24. Animal Welfare requires an itemized summary detailing the allocation of funds. Suchrecords shall be maintained in full and made available for review upon request at anytime during the term of this Contract.RP033-25PAGE 425. Provide two staffing schedules. Each schedule should be for a minimum of a one-monthperiod. Provide one schedule for a typical peak month which will include two (2)veterinarians (April-October, higher intake/population) and one schedule for a typical non-peak month (November-March, lower intake/population) as part of the proposal.Veterinarian schedule must be maintained and communicated to the County.26. All staffing changes must be communicated with the Gwinnett County Animal Welfareand Enforcement Division Director. This includes, but is not limited to, an increase ordecrease in the number of staff.27. The successful proposer is required to provide a resume for each veterinarian, veterinaryassistant, and veterinary staff member, including fill ins and floaters for any and all staffadditions prior to that staff member reporting for any duties at the Atkinson AnimalWelfare Center.28. The successful proposer shall keep records of each service provided which are sufficientlydetailed to enable the County to verify services performed. Proposer and proposer’s staffagree to sign any and all forms necessary for verifying actions taken. The successfulproposer shall be sufficiently knowledgeable and experienced to provide “experttestimony” in a court of law or similar setting when required.29. Veterinarians shall be members in good standing with the Georgia Board of VeterinaryMedical Examiners and the Drug Enforcement Administration and possess currentlicenses. Copies of all licenses shall be submitted with your proposal, and upon requestthroughout the contract term.30. The County will require the service provider to conduct criminal background checks on allpotential staff. The County reserves the right to reject and require substitution of any staffmember with an unfavorable background.31. Successful proposer shall provide a sufficient number of veterinarians, veterinarytechnicians and veterinary technician assistants licensed to practice veterinary medicinein Georgia. Such personnel should possess a reasonable amount of skill, diligence, trainingand experience in the performance of the required duties. A sufficient number of personnelshould be provided to maintain operations of the Gwinnett County Animal Welfare &Enforcement Facility.III. PERSONNELAll personnel must adhere to the Gwinnett County Animal Control Ordinance. AnimalWelfare is requesting veterinarian technician’s services on Sundays when the shelter isclosed, to provide medications to our short term and long-term cats and dogs in theshelter. With our goal to maintain a high live release rate, this is required to keep ouranimals healthy for placement through adoption, rescue or foster.No personnel shall speak or consult with the media on behalf of the Gwinnett County, theDepartment of Community Services and/or the Gwinnett Animal Welfare & Enforcement Division.Any and all contact made by the media and/or other community program, group, campaign,promotion, advertiser, vendor, etc. shall be immediately reported in writing to the Gwinnett CountyDepartment of Community Services. No personnel shall participate in any social mediaconversation regarding the Gwinnett County Board of Commissioners, the Gwinnett CountyDepartment of Community Services, the Gwinnett County Animal Welfare & Enforcement Division,etc.IV. DAYS AND HOURS OF SERVICESThe successful proposer will be required to conduct spay/neuter surgeries and veterinary careMonday through Saturday from 8 a.m. to shelter closing hours. All staff may be required to workafter hours for emergences.V. REFERENCESThe proposer should provide three (3) references of similar size and scope performed during thepast five (5) years. If unable to provide three (3) references of similar size and scope, pleaseprovide a detailed explanation of previous veterinary staffing and business experience thatsupports your qualifications for this proposal.VI. COMPENSATIONServices are to be provided on a contractual basis and Gwinnett County will provide nocompensation beyond a monthly fee. The contractor shall be responsible for payment of any andall compensation and/or benefits to his/her employees.
