February 19, 2026INVITATION TO BIDBL056-26The Gwinnett County Board of Commissioners is soliciting competitive sealed bids from qualified suppliersfor the Purchase of Patches and Emblems on an Annual Contract with four (4) one year options to renewfor various Gwinnett County Departments.Bid Submittal Date and Location:Bids should be typed or submitted in ink and returned in a sealed container marked on the outside with theBL# and Company Name. Sealed Bids will be received until 2:50 P.M. local time on March 16, 2026, at theGwinnett County Financial Services - Purchasing Division – 2nd Floor, 75 Langley Drive, Lawrenceville,Georgia 30046. Any bid received after this date and time will not be accepted. Bids will be publicly openedand read at 3:00 P.M. The bid opening will be virtual ONLY. SCOPE OF WORKThe successful supplier will be required to provide custom patches and emblems as indicated in the following quotespecifications for the Departments of Corrections, Police Services, Fire and Emergency Services, and Sheriff’s Officeon an as needed basis.B. WORKMANSHIP1.Embroidery stitch density shall be scaled so as to prevent “bleed through” of underlying colors or fabrics.Sufficient underlay shall be used to create a three dimensional, top quality, embroidery effect. The finishedpatch must show a clear-cut execution and must be clean, neatly made, and have full tension on all threads.2.Overlock (merrow) edge shall also be scaled so that stitching and cloth under the edge do not “bleedthrough.” Stitch density to be at least 24 stitches per inch.3.Final stitches of the merrow must over-run the starting stitches. The tail must then be pulled through theover-run and cut off cleanly to prevent unraveling or fused to the reverse side of the patch.4.Cut line beneath merrow edge: The outline of the patches shall contain a single running stitch around theentire border and then zigzag stitch over the top of same. No portion of the zigzag shall be cut off duringthe cut.5.Manufacturer must certify that the overlock border will be applied in such a manner as to prevent it frompulling loose from the patch. Overlock shall be of a density sufficient to completely cover the fabric edgeof the patch, and that after proper attachment to a garment it will not curl after washing or dry cleaning.6.All materials are to be certified by the manufacturer to be washable and dry cleanable.C. SPECIFICATIONS: POLICE SERVICESThe supplier shall comply with the following specifications for the above mentioned section:1.Materiala.Background fabric 65/35 polyester/cotton twill, permanent press finish, pre-shrunk and cured, 7 to7½ ounce vat dyed, 3x1 weave.b.Buckram 24x20 weave, 50/50 polyester/rayon, pre-shrunk and heat set.c.Coating (plastic backing) PVC K85 0.010” thick.d.Embroidery yarn 150/2 and 100/2 deniers, finest quality, continuous filament, colorfast rayon; nodouble thread in any part of the embroidery.e.Bobbin 60/2 nylon.f.Overlock (merrow) edge rayon #7 floss 300/4 with at least 24 stitches per inch.g.Needle and looper thread in edge 20/2 cotton or #50 polyester/rayon core thread; monofilament ornylon thread will not be used.D. SPECIFICATIONS: SHERIFF’S OFFICEThe supplier shall comply with the following specifications for the above mentioned section:1.Materiala.Background fabric should be of factory/manufacturer first quality and not mill seconds. 7½ ouncesper yard – 8½ ounces per yard, 65/35 polyester/cotton twill weave, permanent press finish, pre-shrunk and cured (resin impregnated and color fastness).b.An open weave buckram should be used on the loom to give stability to the base material.c.Embroidery yarn 150/2 and 100/2 denier, rayon yarn (colorfast), continuous filament, regeneratedcellulose type in a Shiffli twist, or alternate, that will produce a finished product of equivalent quality.BL056-262.3.4.Page 3Embroideringa.Department shoulder patches not to contain less than 10,520 stitches and 21,040 revolutions.Badge patches not to contain less than 8,000 stitches and 16,000 revolutions, not including thestitching of the overlock edge.b.Stitch scale must be of sufficient density to preclude “bleeding through” of the background materialcolor. There must be sufficient underlay stitching to give a full three-dimensional appearance tothe design.c.Double thread will not be permitted in any part of the patch. Single thread stitching in the denicroand plys as specified to be used throughout.d.All lettering to be embroidered with 90/2 or 100/2 thread.Overlock border – Any configuration that does not have substantial concave curves and/or inside anglesmust be overlocked unless otherwise specified.a.Top border – one end of 300 denier 4 ply rayon or separate ends of 300 denier of 2 ply rayon or 5separate ends of 150 denier 2 ply rayon.b.Bottom border – two separate ends of cotton or cotton portion of the overlock; clear monofilamentis not permitted.c.Shoulder chevron emblems have stitched borders, and a and b do not apply.Dimensions – Patch is to measure 4” at widest point and 5” at the highest point for department shoulderpatches. Embroidery detail and lettering are to be the same size, height, and weight as shown on thedrawing.E. FINISHING1.Buckram shall be stitched onto the reverse side of the fabric as embroidery is performed.2.A PVC 0.10 plastic film or equivalent shall be applied to the reverse side of the embroidered fabric whileshape and stretch are maintained.3.The film used must be able to withstand temperatures in excess of 300°F in an alkaline solution and mustbe non-soluble in all commercial laundering fluids. Coating or film must not be chlorine retentive, nor shouldit emit toxic gases when subject to heat. The film must be fused into the buckram, embroidery and fabricso that all raised elements and depressions are fused equally and uniformly. Infrared heating, combinedwith vacuum for pressures, ensures that proper bonding takes place. The result must be that none of theembroidery on the face of the patch is crushed or flattened. There shall be no evidence of jump stitch(spring stitches) imprinted on the face of the patch. The resulting embroidery shall “lay flat” and not curlwhen finished.4.The finished patch must be cut to exact shape and geometry of the approved design. Packaged 25 perplastic bag for Sheriff’s patches when applicable.F. SAMPLES1.Samples should be provided upon request within seven (7) business days. Each sample is to be labeledwith supplier’s name, item number as indicated on the bid schedule, and bid number (BL#). Failure toprovide samples by the required deadline may result in bid being deemed non-responsive. It will be theresponsibility of the supplier to incur all costs associated with providing the samples. After testing, samplesmay be returned to supplier at supplier’s request and expense.2.Bid samples – Samples will be requested as needed during the evaluation process. Samples must berepresentative of the supplier’s highest production standard.3.Pre-production samples – Successful supplier will be required to furnish 2 pre-production samples ofeach line item within 14 days after notification of award and before proceeding withmanufacture. Approval of the production sample authorizes commencement of production but does notBL056-26Page 4relieve the supplier of responsibility for compliance with all provisions of the specifications. Unlessotherwise specified, patches shall be equal and conform to the standard sample in all respects notspecifically covered by the specifications.G. QUOTE REQUIREMENTS1.Patches and emblems will be ordered on an “as needed” basis. Maximum 10% over/under run allowed.2.Successful supplier will receive actual samples of all patches and emblems upon request.3.If recommended color charts are not available, supplier must provide color charts for comparison prior toaward.4.Delivery will be F.O.B. destination, prepaid and allowed.5.Successful supplier agrees that Gwinnett County specific patches and emblems are the sole property ofGwinnett County and will not be sold or distributed to any unauthorized individual.6.Artwork is provided in the attached Graphics Appendix. Artwork may be changed or added throughout thelife of the contract. At times, the awarded supplier may be asked to assist in the design of artwork (includingthread color). All artwork remains the property of Gwinnett County Board of Commissioners and uponcompletion of this contract shall be returned to the appropriate user department.H. DELIVERYDelivery will be F.O.B.
