Description: The Town of Johnstown (the “Town”) is soliciting proposals from qualified Construction Manager at Risk (“CMAR”) firms to provide design phase and potentially construction phase services for the Raw Water Transmission Project (“Project”). This Request for Proposals (“RFP”) outlines the existing Project, provides a general description of services anticipated, specifies submittal requirements, identifies selection criteria, and explains the selection process. A response to this RFP (a “Proposal”) should serve as a complete and detailed approach to providing the required services (the “Services”). The RFP and resulting agreement are intended to be comprehensive (i.e., separate proposals for any single portion of the Services will not be considered). The objective is for entities responding to this RFP (“Proposer”) to submit sufficient information to allow the Town to select a CMAR to enter into a contract with full service following agreement and execution in September 2026 and be completed by December 2026. Proposals should serve as a complete and detailed approach to the management and delivery of the Services.
