Bid Title: RFP 03-26 Master Plan Update
Category: Consultant Services Status: Open Description: The City of Concord, New Hampshire wishes to engage the services of a consulting firm (“CONSULTANT”) which is lawfully engaged in the State of New Hampshire, with experience in the development of master plans.
A non-mandatory pre-proposal meeting shall be held for this project at 2:30PM on December 18, 2025 via zoom. Zoom link is: https://us02web.zoom.us/j/5056501305?omn=83559109308 Meeting ID: 505 650 1305

INTRODUCTION: The City of Concord is seeking a qualified CONSULTANT tocomplete the City’s 2050 Master Plan. This will be a comprehensive documentdesigned to update the City’s 2030 Master Plan (adopted in 2008), document howgoals / objectives / recommendations of the 2030 Plan (and related plans / studies)were achieve in the ensuing years since its adoption in 2008 to educate thecommunity about past goals and implementation thereof, as well as provide contextfor the 2050 Master Plan update. Using data and community input, and in accordancewith the scope of services set forth herein, the central goal of this Master Plan updateis to build consensus about the topics set forth herein to chart a course for thecommunity through the year 2050. The 2050 Master Plan shall conform with therequirements of NH State Law RSA 674:2 and 674:3, as well as the scope of servicesset forth within this Request for Proposals.B. ABOUT CONCORD: The City of Concord is a community of 45,000 residents andoccupies 67 square miles in the heart of central New Hampshire. The City is the thirdlargest municipality by population in the State. Concord is the State capital, seat ofCounty Government, and host to multiple federal facilities.Colonial settlement occurred in 1725. Concord became a City in 1853. Since 1970,the City has operated under a City Manager form of government. Uniquely, Concordhas two public school districts (the Concord School District and Merrimack ValleySchool District). Both are separate and autonomous from the City. Due to thisunique circumstance, the City has two municipal tax rates.The City’s 67 square miles consists of urban spaces and rural landscapes, historicarchitecture, diverse housing stock, and walkable neighborhoods. A desire topreserve the natural environment has been a strong focus of the planning tradition ofthe City since its settlement. Today, the City has more than 8,000 acres ofconservation lands.Located at the intersections of Interstates 89, 93, and 393, Concord is the regionalcenter of employment, commerce, services, healthcare, as well as arts and culture incentral New Hampshire. As such, the City’s day time population increases toapproximately 90,000 people. The City is only an hour drive to the seacoast, WhiteMountains, and Lakes Region, and 75 miles to Boston, thus further bolstering itsdesirability.The City’s economic base is anchored by government, healthcare, finance, law, andprofessional services, as well as retail and personal services.
