INVITATION FOR BIDS
The City of Kewanee, IL will receive Bids for the Downtown Reconstruction project until 11:00
AM. CST on the 1st day of April, 2026, at City Hall, 401 East Third Street, Kewanee, IL 61443;
and at that time, publicly opened and read aloud in the Conference Room, located in City Hall.
All bidding questions shall be submitted to the Engineer via email no later than 4:00 PM on March
25th, 2026. All questions will be answered by addenda no later than 4:00 PM on March 27th, 2026.
The project consists of street reconstruction/streetscaping of Main Street (1st St to 3rd St), 2nd St
(Main St to Tremont St), Tremont St (2nd St to 3rd St) including curb & gutter, storm sewer
system, sidewalk, lighting, HMA street resurfacing, PCC Pavement, and streetscape amenities.
Bid Documents may be obtained from Hutchison Engineering’s website at
www.hutchisoneng.com under the Bidding tab. Project documents will only be distributed
electronically. The bidder will be responsible for making hard copies of the Project Documents.
The right is reserved to accept any bid or any part or parts thereof or to reject any and all bids.
Vendors will be required to comply with all applicable EEO laws and regulations. The submission
of the bid by the offeror in response to this Advertisement for Bids constitutes an
acknowledgement of and an agreement by the Offeror that it understands and will comply with
the Illinois Prevailing Wage Act and the Illinois Preference Act (30 ILCS 570). Resolution No. 90-
74 requires compliance with the Human Relations Act and all pertinent federal and state rules
and regulations. The contract award shall be made to the lowest responsible bidder whose bid
properly addresses and complies with the invitation and meets with the requirements set forth in
the specifications in relation to the Department of Commerce and Economic Opportunity (DCEO).
A certified check or bank draft, payable to the order of City of Kewanee, negotiable U.S.
Government bonds (at par value) or a satisfactory Bid Bond executed by the Bidder and an
acceptable surety in an amount equal to five percent (5%) of the total Bid shall be submitted with
each Bid.
This project is funded in whole or in part with grant funds from the Department of
Commerce and Economic Opportunity (DCEO). Attention is called to the fact that 1) not
less than the Federal prevailing wages as set forth in the Contract Documents must be
paid on this project unless Illinois Prevailing Wage is greater; 2) The work to be performed
under this contract is subject to the requirements of Section 3, 24 CFR Part 75; 3) The
Contractor must ensure that employees and applicants for employment are not
discriminated against because of their race, color, religion, sex, or national origin and 4)
the project has Business Enterprise Program (BEP) Utilization Plan requirements.
Bidders must not be excluded from participating in any federal assistance program [24 CFR 85,
Subpart C 85.35; 2 CFR 200.214].
Bids may be held by the City of Kewanee for a period not to exceed 30 days from the date of the
opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of
Bidders, prior to awarding of the Contract.
