FHI 360 serves more than 70 countriesand all U.S. states and territories.The Strengthening Infections Disease Detection Systems (STRIDES) Activity, a global project led byFHI 360, is a critical addition to the U.S. government’s (USG) Global Health Security (GHS)response with its focus on improving disease detection, surveillance, data collection, analysis, andreporting systems worldwide. Too many inadequate surveillance and diagnostic systems incountries hinder their ability to rapidly and effectively prevent, detect, report, and respond to theever-increasing threat from epidemics, pandemics, and novel infectious diseases that pose a riskto U.S. national security. Through STRIDES, by strengthening surveillance, detection, and reportingsystems and driving them to meet international quality and safety standards, the United States willhelp achieve the goal of halting outbreaks before they spread by supporting human and animalhealth systems to provide quality, sustainable services.The STRIDES Activity in Brazil focuses on operationalizing durable, government-led systems thatenhance national and subnational capacity to prevent, detect, and respond to zoonotic andemerging infectious diseases. Emphasis is placed on strengthening laboratory systems andbiosafety and biosecurity, improving event-based and routine disease surveillance, enhancing datause and interoperability across health sectors, and supporting, coordinated, and effective outbreakresponses.Purpose of Consultancy:The STRIDES activity is seeking an experienced consultant to provide technical, coordination, andoperational support to STRIDES start-up readiness and early implementation activities in Brazil. ItConsultant SolicitationJanuary 2026is expected that the consultant will travel to (or be based in) Brasilia, Brazil, with some travelexpected to Amazonas and Para. The overall consultancy period will be up to three months tosupport this work.Scope of Work:The consultant will work under the direction of STRIDES HQ support start-up readiness and earlyimplementation activities in Brazil.Specifically, the consultant will perform the following tasks:• Support the planning, preparation, and facilitation of project start‑up meetings withrelevant Government of Brazil (GOB) ministries—including Health, Agriculture, andEnvironment—as well as other key counterparts and health actors in Brasília.• Organize and participate in high‑level convenings to introduce the STRIDES activity, alignobjectives, and clarify roles, responsibilities, and expectations.• Liaise with the U.S. Department of State and other key in-country health actors to supportimplementation planning and project start‑up.• Engage and sensitize relevant GOB counterparts and stakeholders in Amazonas and Paráon the STRIDES activity and proposed plans, ensuring alignment with local priorities.
