Section 1401 et seq. as amended and the Housing Authority Law of Commonwealth ofPennsylvania codified at 35 P.C. 1542, et. seq. as amended. As such, the HACP is charged withproviding “affordable decent, safe and sanitary housing for low-income persons.”The HACP has approximately 300 employees and services over 10,000 residents. The Authority,its partners and subsidiaries operate approximately 4000 units of rental housing; and, through itsHousing Choice Voucher Program, funds housing assistance for the rental of more than 6000 otherunits of privately owned housing.Major operational departments include Asset and Site Management, Facility Services, Occupancy,Housing Choice Voucher, and Modernization & Development. Major administrative departmentsinclude Legal, Finance, Information Technology, and Human Resources. Our public andcommunity relations departments are Community Affairs and Resident Self-Sufficiency. Alldepartments work together to achieve the goals of the Authority that are set by the Board ofCommissioners. day to day decision-making rests with the Executive Director, who reports to theBoard of Commissioners on a regular basis.The Housing Authority of the City of Pittsburgh seeks proposals from persons or organizationsqualified to provide Annual Unit Inspections Pre-REAC/NSPIRE.The Authority is contemplating the award of a professional service contract, or contracts, for aninitial term of one (1) year with two (2), one (1) year extension options, for a total of three (3)years, in the form of the Contract (Attachment A) through this solicitation process. Project Overview:The Housing Authority of the City of Pittsburgh (HACP) requires a qualified contractorto perform annual physical inspections of its low-income public housing portfolio. The goalis to ensure all units, common areas, and building systems meet the new NSPIRE standards,prioritizing resident health and safety over aesthetic concerns.2. General Requirements & Standards(a). Compliance: All inspections must be performed in strict accordance with 24 CFR§5.703 (NSPIRE standards) and the HUD NSPIRE Inspection Protocol.(b). Inspectable Areas: Contractors must evaluate the three defined NSPIRE areas:Unit, Inside (common areas/systems), and Outside (site/exterior).(c). Deficiency Categorization: Inspectors must identify and categorize defects byseverity:1. Life-Threatening (LT) (24hr): High risk of death (e.g., non-functionalsmoke/CO alarms, gas leaks, or exposed electrical components).2. Severe (24hr): High risk of serious injury or illness.3. Moderate (30d): Adverse medical event or chronic condition risk.4. Low (60d): Habitability issues without substantive health/safety risk.3. Detailed Scope of Services(a). Inspection Type1. Annual Inspections: Routine assessments of 100% of the public housing units tofulfill HUD self-inspection requirements and to prepare the HACP for officialHUD REAC scores.(b). Deliverables and Reporting1. Electronic Data Collection: Use HUD-approved software (e.g., NSPIRE App,Salesforce, or the HACP-provided system Elite) on hand-held tablets.(c). Documentation:1. Photographs: For every deficient item, submit digital photographs that clearlyillustrate both the deficiency and its exact location.2. Non-inspected Units: Should a unit be deemed uninspectable, the determinationmust be supported by compelling rationale and documentation demonstrating aminimum of two separate inspection attempts.3. Turnaround: Final electronic inspection reports must be submitted to HACPwithin 24 hours of completion.5
