Proposers must clearly outline all costs associated with thescope of work described in this RFP. Additionally, please identify any potential additional coststhat may arise but are not explicitly listed in your proposal. These may include, but are notlimited to, unforeseen repairs, fees, or other contingencies. If no additional costs are anticipated,please state so explicitly in your response. Proposers are encouraged to notify the procurementofficer immediately if they feel any of these specifications unduly restricts competition.The Contractor will be responsible in following all applicable City ordinances, federal, state, andcounty laws and regulation. The contractor and surety shall indemnify, defend, and saveharmless the city, all of its officers, representatives, agents and employees against any claim orliability arising from or based on the violation of any such laws, regulations, ordinances, order ordecree whether by itself or its employees.Contractor will be responsible for following all applicable City Ordinances and all workperformed will be according to the applicable codes. Also, contractor will obtain all permitsthat are required for this project. Contractor must have proven experience with indooraquatic facilities or high-moisture environments. All bidders must hold Proper License forthis work at the time of the bid. Must have a City Business License prior to beginning anywork. All work must be completed by April 3, 2026.The City of Conway Sports and Fitness Department will be available as needed during thisproject. Any negotiated contract is subject to requirementsprovided for in any applicable City of Conway Codes and Ordinances.Scope of Work• The project must be completed by April 3, 2026. The contractor can perform the workfrom 8:00 pm – until 4:00 am (Monday-Friday). Your work must be cleaned up before5:00 am to allow for pool services. Or the contractor can work all day on Sundays from6:00am – until 10:00 pm.• The project consists of the repainting of approximately 5,020 square feet of interior pool-area wall and ceiling surfaces.• Surface Preparationo Clean and degrease all surfaces.o Remove loose or peeling paint.o Sand and spot prime as needed.o Perform mildew/mold treatment where necessary.o Protect windows, flooring, equipment, and aquatic features.• Paint and Primer Submittal Requirementso The Proposer shall provide detailed information on all primer and paint productsproposed for use on the interior pool-area walls and ceiling surfaces. At aminimum, the submittal must include:1. Product Data Sheets- Manufacturer name, product line, and specific product numbers- Intended use, application method, and recommended number ofcoats.- VOC content and any special environmental or moisture-resistantproperties.2. Primer and Paint Warranty/Guarantee- Manufacturer’s warranty documentation.- Coverage details, exclusions, and duration of the warranty.- Contractor’s workmanship warranty (if applicable)3. Performance Specifications- Chemical resistance, moisture resistance, and suitability for high-humidity, chlorinated pool environments.- Expected lifespan and maintenance requirements4. Color and Finish Samples- Actual color chips or samples of proposed paint colors- Finish description (semi-gloss, satin, matte)5. Safety Data Sheets (SDS)- Complete SDS for all primer and paint products.• Painting Requirementso Apply indoor aquatic-grade, humidity-resistant, and chlorine-resistantprimer and paint coatings specifically designed for pool environments.o Apply primer and finish coats per manufacturer’s specifications.o Ensure all work prevents future peeling, bubbling, or moisture intrusion.o Colors to be used:▪ White▪ Light Blue▪ Dark Blue▪ These colors must be approved by the Director Ashley Smith before anypainting is to begin.o The indoor pool area will be inspected for any concerns. If concerns are found,the main contact Ashley Smith will be notified immediately.• Schedulingo Provide an estimated timeline for completing the project, including keymilestones and any factors that could affect the schedule.o Work must be coordinated with staff to minimize facility disruption.• Cleanupo All trash, materials and debris generated by the project will be the contractor’sresponsibility and shall be removed from the work site.o All areas must be restored to pre-project conditions.• All surface preparation, painting requirements, cleanup, permits, and licensing must beincluded in your bid submission.• Contractor must have proven experience with indoor aquatic facilities or high-moistureenvironments.• Contractor must provide references for at least three comparable projects completed inthe past five years.• The City reserves the right to reject any products that do not meet performance standardssuitable for use in a high-moisture and chlorinated indoor pool environment.REQUEST FOR PROPOSALI-1 PURPOSE The Request for Bid for Sports and Fitness Commercial Indoor Pool AreaRepainting.I-2 Procurement This RFP is issued for the City of Conway, South Carolina. TheProcurement Department is the sole point of contact for this RFP.I-3 TYPE OF CONTRACT A contract shall be awarded to the most qualified firm atcompensation deemed reasonable to the City of Conway, utilizing standard contract form.Should it be impossible to negotiate a satisfactory contract, negotiations shall be formallyterminated. It is the City's intention that the most qualified bidder, based on both bid amount andbidders qualifications, be selected for this project.I-4 FIRM RESPONSIBILITIES The selected firm shall be required to assumeresponsibility for all services offered under this proposal. Furthermore, the City shall considerthe selected firm to be the sole point of contact for contractual matters, including payment of anyand all charges resulting from the contract.I-5 EVALUATION FACTORS The following criteria shall be used in format. Thearrangement of the criteria is not meant to imply order of importance in the selection process.a. Specialized experience or technical expertise of the firm, qualifications of its professionalpersonnel and all parties proposed for the project, and proposed approach in connectionwith the type of service experience with aquatic environments to be provided andcomplexity of the project;b. Past record of related experience on similar projects/contracts with the City and otherclients, including quality of work, timeliness, cost control, and financial stability;c. Capacity of firm to perform the work within time limitation, taking into consideration therecent current and projected workload of the firm. Bidder proposal shall include anestimated time frame for completion of the project.d. Quality and durability of proposed materials.e. CostI-6 INCURRING COSTS The City shall not be liable for any cost incurred by firms priorto issuance of a contract.I-7 ECONOMY OF PREPARATION Proposals should be prepared in a timely andeconomical manner, providing a straight forward, concise description of the firms' ability to meetthe requirements of the RFP. Emphasis should be on completeness and clarity of content.I-8 RESPONSE DATE To be considered, proposals must arrive at the ProcurementDepartment on or before the date and time specified in the cover letter. Firms mailing proposalsshould allow normal mail delivery time to ensure timely receipt of their proposals. Telefacsimilesubmissions are not permissible.I-9 ACCEPTANCE OF PROPOSAL CONTENT The contents of the proposal of thesuccessful proposer may become part of the contractual obligations, if a contract ensues. Failureof a successful proposer to accept these obligations may result in cancellation of the award. Allbids are to remain in effect for ninety (90) days from the date of bid opening.I-10 GRIEVANCE Any actual or prospective bidder or contractor who is aggrieved inconnection with the solicitation or award of a contract may protest to the ProcurementDepartment. The protest shall be submitted in writing within fourteen -(14) days after suchaggrieved person knows or should have known of the facts giving rise thereto provided thatgrievance has been made in accordance with bid proposal requirement. The ProcurementDepartment will consult with the City Administrator to try and resolve the issue. If the protest isnot resolved by mutual agreement, a decision will be issued in writing within 10 days after the
