Bid Title:	2025 RFQ - As-Needed Civil Engineering Services

Description: Cowlitz County is requesting Statements of Qualifications from qualified consultants, licensed in the State of Washington, to provide engineering services with specific expertise in roadway design, bridge and structural design, hydrology and hydraulic design, traffic engineering and general civil site design. The selected firm (s) may provide support to County staff for various phases of projects including public process, environmental permitting, preliminary design, final design, and construction.   Familiarity with Washington State Department of Transportation (WSDOT) and Washington Department of Fish and Wildlife (WDFW) standards are essential for the successful firm (s). Typical projects may include but are not limited to, the design of roads and roadway improvements, stormwater facilities, bridges, walls, and culverts, as well as miscellaneous maintenance activities and projects as the result of emergencies.   Consultant firms with expertise in other technical areas (e.g., environmental, geotechnical, etc.) in addition to those specified herein are encouraged to include this information in their statement of qualifications. All work and deliverables will be agreed upon using a task order process.  The task order process will consist of the County contacting and requesting services for a specific project.  The consultant will then develop a detailed scope and budget for each request.  When the scope and budget is agreed upon a task order will be issued that includes the budget and date of delivery.  Any changes to the cost, scope of work or schedule must be agreed upon by the Consultant and the County in writing All work and deliverables will be in accordance with all current and applicable local, State and Federal requirements and shall comply with the department’s standards and schedules.
