Project Description: 1.1 Introduction/Purpose
The County of Ventura (hereinafter referred to as County) invites your organization to submit a written proposal to provide Area Agency on Aging (AAA) Service Model review services. Proposals shall be due no later than 3:00 p.m. on June 17, 2026 for the furnishing of Area Agency on Aging (AAA) Service Model Review in accordance with the attached Terms and Conditions, Instructions to Offerors which by this reference are made a part hereof.
The purpose of the external consultant’s work is to provide, pursuant to the Board of Supervisor’s March 3, 2026 direction, an analysis and set of recommendations regarding current-state and future-state options for the County’s current AAA model, with an emphasis on ensuring continuity of services protecting service quality, and identifying opportunities for structural, fiscal, and operational improvements.
The consultant shall evaluate the implications of each service delivery model on continuity of services, quality assurance, accountability systems, accreditation status, and compliance with State and federal requirements. This includes identifying potential failure points and recommending mechanisms to ensure uninterrupted, high‑quality service delivery under each model.
Offerors shall be skilled and regularly engaged in the general class or type of work called for in the solicitation documents. The consultant shall possess the following qualifications:
• Expertise in public sector organizational and fiscal analysis
• Experience with human services, disability and aging programs
• Knowledge of federal and state funding frameworks (including the Older Americans Act)
• Experience evaluating outsourcing and governance models
• Strong financial modeling and stakeholder engagement skills
1.2 Background
Area Agencies on Aging (AAAs) are local units of administration designated to manage and coordinate a comprehensive system of home and community-based services for older adults, persons with disabilities, and family caregivers. AAAs function as regional hubs that evaluate local needs and leverage federal, state, and local funding to provide critical social and nutritional supports—such as meal delivery, transportation, and caregiver assistance—that allow individuals to maintain independence and age with dignity. In California, these agencies serve specific geographic boundaries known as Planning and Service Areas (PSAs), which are often contiguous with jurisdictional boundaries but may also encompass multiple counties or distinct city jurisdictions.
An Aging and Disability Resource Center (or Connection) (ADRC) is a formalized partnership between an Area Agency on Aging (AAA) and at least one Independent Living Center (ILC). While AAAs traditionally focus on older adults, the ADRC model expands this infrastructure to serve individuals with disabilities of all ages, as well as family caregivers. The primary purpose of an ADRC is to implement a "No Wrong Door" system, ensuring that regardless of which partner organization a consumer contacts, they receive seamless, unbiased access to information and a full range of long-term services and supports (LTSS).
The authority and requirements for AAA and ADRC programs are grounded in both federal and state law. Nationally, the Older Americans Act (OAA) of 1965 (42 U.S.C. § 3001 et seq.) requires each state to designate local AAAs to lead the planning and delivery of services within their respective PSAs. In California, this mandate is further codified by the Mello-Granlund Older Californians Act (Welfare and Institutions Code § 9400), which dictates that the California Department of Aging (CDA) must designate a public or private non-profit organization as the permanent AAA for every PSA. While local governments, such as counties, are frequently the first entities offered this designation, state regulations (CCR Title 22, § 7206) provide flexibility in how these services are administered—allowing for models that range from direct county operation to the privatization of services through non-profit contractors.
Under WIC § 9121, the CDA administers a formal designation process for local ADRC partnerships. To be a state-designated ADRC, local partners must meet the California ADRC Designation Criteria, which require documented collaboration, shared data protocols, and a commitment to person-centered philosophies.
In Ventura County, AAA and ADRC programs (collectively known as “VCAAA”) are overseen by the CDA, with the County of Ventura Human Services Agency (HSA) functioning as the operator responsible for service delivery, administrative, and fiscal duties. Since 2016, Ventura County’s state-designated ADRC is a partnership between VCAAA and the County’s ILC, Access Central Coast.
The County’s Fiscal Year 2025-26 (July 1, 2025 to June 30, 2026) Adopted Budget for VCAAA includes expenditures of $9,817,982 and revenues of $8,576,043 resulting in a General Fund net county cost of $1,241,939. The majority of VCAAA funding is contracted out for direct client service, and the remainder supports County program staff, fiscal administration and overhead.
On November 18, 2025, the HSA officially announced that administration of AAA programs would transition to a new provider by July 1, 2026, and relinquish the ADRC state designation. The intent of this transition was to mitigate some of the impacts of House Resolution 1 (H.R. 1 / One Big Beautiful Bill Act) and other federal and state changes, in collaboration with the CDA, to transition AAA programs to a non-County entity, which would allow the HSA to redirect the $1,241,939 General Fund resources to address mandated service delivery and mitigate risks for significant fiscal penalties in programs including In-Home Supportive Services, which services older adults and people with disabilities.
Out of a concern for potential risks and unintended consequences raised by community stakeholders and service providers, the Board of Supervisors, on March 3, 2026, directed the HSA pause its planned exit from the VCAAA operator function. The Board of Supervisors also directed the County Executive Office to return to the Board with a comprehensive analysis and options for AAA service delivery.
After this direction, all contracts and ADRC designation remain in place pending further evaluation and Board direction. HSA will continue to administer VCAAA services through June 30, 2027, under the current model, with the model subject to change thereafter pending further analysis and ultimately a decision by the Board of Supervisors in late 2026.

County shall not be obligated to accept the lowest priced proposal. An award, if made, will be in the best interests of the County after all factors have been evaluated. County intends to award one vendor.
While County intends to enter into a contract for these services, it will not be bound to do so. County reserves the right to reject any or all proposals. County shall be the sole judge of the offers hereunder.
