Contractors are required to PRE-REGISTER THE NAMES OF ALL ATTENDEES via email to

Michael Cifrodelli at michael.cifrodelli@treas.nj.gov NO LATER THAN 2:00 PM on MAY 15,

2026 if they plan to attend the Mandatory Pre-Bid Meeting. Firms failing to pre-register the names

of attendees prior to 2:00 PM on May 15, 2026 will not be permitted entry.

IN ACCORDANCE WITH N.J.S.A. 52:32-2, THIS PROJECT SHALL BE BID AS A SINGLE BID (LUMP

SUM ALL TRADES). BIDDER ITSELF MUST BE CLASSIFIED IN THE FOLLOWING TRADE(S) OR IT

MUST NAME SUBCONTRACTOR(S) FOR THE FOLLOWING TRADE(S):

Roofing – Tile/Slate/Shingles (C072)

Failure to list all of the required DPMC Classified sub-contractors will render the bid non-responsive.

Paper bids WILL NOT be accepted for this procurement. Bid Proposals will be received from

Bidders electronically ONLY via the Bid Express service until 2:00 P.M. on June 2, 2026, at which

time the bid proposals submitted will be publicly opened and read in the DPMC Offices, Division of

Property Management & Construction, 33 West State Street, 9th Floor, Trenton, NJ 08608.

have an account, you can view this procurement and download all related documents, as well as any

future procurements that DPMC does through Bid Express. The fee schedule is available on the web

site. All fees are directly payable to Bid Express.

The Bid Documents for this project are only available for download via Bid Express. Hard copies of

the Bid Documents are not available for purchase but may be examined by appointment only at the

DPMC Plan Room by contacting Anthony Mangine at Anthony.Mangine@treas.nj.gov. The DPMC

Plan Room is located at 33 West State Street, 9th Floor, Trenton, NJ 08608.

Bidders must be classified by the Division under N.J.S.A. 52:35-1 et seq and must submit bid security

as provided in Instructions to Bidders and General Conditions, Revised March 2026. No Bidder may

withdraw its bid for 60 calendar days after the opening. The State may reject any and all bids in

accordance with applicable law.

Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-

7.2:

• THE MINORITY PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 30%

PER SKILLED CRAFT.

• THE FEMALE PERCENTAGE GOAL REQUIREMENT FOR THIS CONTRACT IS 6.9%

PER SKILLED CRAFT.
