INVITATION TO BID:  BULK WATER TREATMENT CHEMICALS (WVWA-WQ-27-01)
The Western Virginia Water Authority (WVWA or Authority) is requesting sealed bids for bulk water treatment chemicals for use in municipal water treatment systems. The attached scope of work and specifications are submitted for your review and proposal consideration.
This solicitation is being posted on the eVA procurement portal for advertisement purposes only. Electronic submissions through eVA will not be accepted. All bids must be submitted as sealed bids to the address listed in this solicitation.
Prospective Bidders must examine and download the Bidding Documents at www.westernvawater.org under ‘DOING BUSINESS WITH US/Work With Us/Invitations to Bid’. All questions and technical inquiries must be submitted in writing to the Owner’s primary contact, Eric Powers (email eric.powers@westernvawater.org )
A virtual informational meeting will be held on Thursday, June 25, 2026, at 1:00 pm. The purpose of the meeting is to review the scope of work and answer questions from prospective bidders. Attendance is optional but recommended.

It is not the intent of the specification to be proprietary or to exclude any company or dealer. Any brand names used in these specifications are for comparison only. Deviations and/or alternates will be given consideration if they are considered to be suitable and acceptable for comparison. Any deviations or alternates must be submitted, in writing, with your bid. Deviations or alternates discovered after bid award or material receipt, not stated in your bid, shall be grounds for disqualification and nullification of order.

One (1) original and one (1) complete copy of the bid must be submitted in a sealed envelope/package clearly marked "SEALED BID - WVWA-WQ-27-01 Bulk Water Treatment Chemicals" by 2:00 P.M. (local prevailing time) on July 9, 2026, in the office of Roanoke Regional Water Pollution Control Plant, 1502 Brownlee Ave SE. Roanoke, VA 24014 . It is the responsibility of the bidder to ensure that their bid is received at the above address prior to the deadline. Late bids will not be accepted. Bids will be publicly opened and read aloud immediately following the submission deadline. All responses must be submitted on the Bid Form and signed by an authorized representative of the company.
Award will be made to the lowest responsive and responsible bidder in accordance with the requirements of the Virginia Public Procurement Act (§2.2-4300 et seq.). The Authority reserves the right to waive informalities and irregularities in bids and to accept or reject any or all bids to the extent permitted by law. If the lowest responsive and responsible bid exceeds available funds, the Authority may negotiate with the lowest responsive and responsible bidder in accordance with Virginia Code §2.2-4318 in order to obtain a contract price within available funds. Such negotiations may include modifications to the scope of work, including adjustments to mowing frequency or service locations.

It is the intent of the Authority to establish a contract for six (6) months, with the option to renew the contract for one (1) additional six-month period, for a maximum contract term of one (1) year, subject to review and mutual agreement of both parties.
