REQUEST FOR PROPOSAL NO. 26-0089
HS STUDENT AND FAMILY TRAINING: SPECIALITY IN
ENGLISH LEARNER, IMMIGRANT, & LEP POPULATIONS
This Addendum and Clarification item forms a part of the RFP Documents and modifies the original
RFP Documents issued March 12, 2026. Acknowledge receipt of this Addendum on the Addendum
Form of the Request for Proposal. Failure to do so may subject proposal to disqualification.
This Addendum consists of 2 Page(s).
CLARIFICATION:
1. Question : The form requests a DUNS number; however, DUNS numbers were replaced by the
Unique Entity Identifier (UEI) system through SAM.gov in April 2022. Should proposers
provide their SAM.gov UEI in place of the DUNS number on this form?
Answer : Please be advised that the forms are currently under revision. Proposers should
provide their SAM.gov UEI in place of the DUNS number on this form.
2. Question : Cost Proposal Format: The Cost Form (Section 9.0) requests a total annual fee.
May proposers also submit a line-item breakdown of costs by service type (e.g., student training
sessions, family training sessions, data management and reporting) in addition to the total
annual fee? Or is a single all-in figure required?
Answer:. Per RFP, "the proposals must specify a rate per service inclusive of both direct and
indirect costs where applicable." The two service types are detailed in the scope of work, section
2.0. Data management and reporting are specifications required to complete the scope of work,
so the rate per service should be inclusive of these tasks.
3. Question : Indirect Cost Rate: May proposers apply an indirect cost rate in accordance with 2 CFR
200.414, including the 10% de minimis rate for organizations without a negotiated indirect cost rate
agreement? If so, should the indirect rate be identified separately in the cost proposal, or simply folded

into the all-inclusive per-service rate? level be acceptable for Travis Hill NOLA?
Answer: Please see Response to Question No.2.
4. Question : References: The References form (Section 10.0) requests school system contacts. Given
that this RFP seeks a contractor with expertise serving English Learner and immigrant families a
scope often performed by community-based organizations would references from non-school-district
organizations of similar scope be acceptable?
Answer : Yes, references from non-school -district organizations would be acceptable.
