Envelopes must bear the name of the supplier, company address and thewords “IFB 26-028 Secondary Laboratory Testing Services” or “IFB 26-028 NO QUOTE.” Facsimile or email bids will not beaccepted.All bids must be submitted on the attached forms or your bid will be disqualified. Bidder shall furnish all the informationrequired by the solicitation. The bidder’s name must be typed or printed on the bid sheet and signed by the bidder orappropriate authorized executive officer of the bidder’s company. Bidders must initial any changes or erasures. Bidders shouldretain a copy of bids for their records.Bidders shall acknowledge receipt of all addenda to this solicitation by signing and returning each addendum or by identifyingthe addendum number and the date on the bid form. Failure to acknowledge receipt of any addendum by a bidder will resultin rejection of the bid if MAWSS determines that the addendum contains information that materially changes the requirements.All bids shall be quoted FOB Destination, freight prepaid with no additional charges. Unless otherwise specified in the bid, allprices will be on a firm-fixed price basis and are not subject to adjustments based on costs incurred. MAWSS reserves the rightto reject any or all bids submitted, to waive any informality in any bid or in the bid process, or to terminate the bid process atany time, if deemed by MAWSS to be in MAWSS’s best interest.A Purchase Order and this “Invitation for Bid” with “Specifications,” “Conditions,” “Bid Form,” signed by the successful bidder’sauthorized representative, and all attached drawings and other documents furnished by MAWSS to the bidders with theInvitation for Bid in order to illustrate the contract requirements, will constitute a contract for the goods and/or services to bepurchased.IFB 26-028 Annual Contract - Secondary Laboratory Testing ServicesPage 1 of 50IFB 26-028 SECONDARY LABORATORY TESTING SERVICESCONDITIONSThe Board of Water and Sewer Commissioners of the City of Mobile will accept bids for Secondary Laboratory Testing Servicesin our Purchasing Department Bid Box located at the East Visitor Entrance at 4725 Moffett Road, Mobile, AL. 36618 no laterthan 10:30 a.m. local time on May 8, 2026. Bids will be opened immediately after bid closing time in the Operations CenterBoard room located at the East Visitor Entrance. Award will be by Total Cost. The bidder offers and agrees, if this bid isaccepted, to furnish the items as defined in the specifications for the unit price set opposite each item. Pricing shall be FOBMobile, Alabama. All items shall be delivered to our Pre-Treatment Department located at 348 N. McGregor Ave., Mobile, AL36608 or to the job site as needed.Specifications may be obtained or inspected from the MAWSS website at www.mawss.com. No Specifications will be issued toBidders no later than twenty-four (24) hours prior to the time indicated above for receiving bids.Bids must be submitted upon the standard forms furnished by the Board of Water and Sewer Commissioners of the City ofMobile, Alabama, included in the Project Specifications.The right is reserved, as the interest the Owner may require, to reject any and all bids and to waive any informality in bidsreceived.Bidder understands that his/her bid shall be good and may not be withdrawn for a period of sixty (60) calendar days after thescheduled closing time for receiving bids.MAWSS shall not be committed to the purchase of a pre-established minimum quantity for any one item.A bidder may not modify its bid after bid opening. Errors in the extension of unit prices stated in a bid or in multiplication,division, addition or subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior to award. In such cases, unitprices shall not be changed.It is the responsibility of the bidder to determine prior to the bid opening whether any amendment, additions, deletions orchanges of any type have been made to this Invitation for Bid, Conditions, Specifications, Bid Form or any of the other biddocuments. Bid documents and any amendments made to this bid will be posted on our website at www.mawss.com.Invoicing Requirements: MAWSS requires additional information for all work performed and services provided. On the vendor’sinvoice for payment should be a detailed listing of work performed, services provided, dates completed, locations involved,and any other pertinent information needed to verify the work and/or services were completed in accordance to the bid specs.This additional information can be supplied in the form of detailed invoices, work orders, checklists or any other documentsused to track the work performed or services provided but details must be included on the actual invoice. A copy of the invoiceand these additional details must be sent to the “ADDITIONAL INFORMATION CONTACT” found on Page 1 of the bid documentsand a copy emailed to Accounts Payable at AcctsPayable@mawss.com.END OF CONDITIONSIFB 26-028 Annual Contract - Secondary Laboratory Testing ServicesPage 2 of 50IFB 26-028 SECONDARY LABORATORY TESTING SERVICESINSTRUCTIONS TO BIDDERS1 QUALIFICATION FOR BIDDERS1.1 Bids will only be considered valid if the contractor has fully completed the requirements setforth in the technical specifications and bid documents for a complete bid.1.2 All bidders shall meet the minimum qualifications outlined in Section 2 – Specificationsfor Secondary Laboratory Testing Services. The successful bidder shall hereinafter bereferred to as “Contract Lab” or “Contractor”.2 EXAMINATION OF BID DOCUMENTS2.1 Bidders should (a) examine the Bid Documents thoroughly, (b) familiarize themselves withFederal, State, and Local laws, ordinances, rules, and regulations that may in any manneraffect cost, progress, or performance, and (c) study and carefully correlate observations withthe Bid Documents.2.2 Submission of a Bid will constitute representation by the Bidder that he has complied withevery requirement of these instructions and that the Bid Documents are sufficient in scopeand detail to indicate and convey understanding of all terms and conditions for theperformance of work.2.3 Bidder shall include all required Certifications for the primary laboratory for both the Stateof Alabama (drinking water samples only) and National certifications (non-potablewater samples).3 PROPOSED SUBCONTRACTORS3.1 Bidders shall include a list of proposed sub-contractors to be used along with the proposedtesting analyses intended for each sub-contractor. Changes in proposed sub-contractorsthroughout the duration of this annual contract shall be submitted to MAWSS in writing. Allsub-contractors shall have the required certifications as applicable, and as outlined in Section12.4 LATE PROPOSALS4.1 Bidders are duly notified that Bids received after the time at which they are due will not beconsidered.IFB 26-028 Annual Contract - Laboratory Testing ServicesPage 3 of 505 EXPENSES RELATED TO SUBMISSION OF BID5.1 This Specification does not commit the Board or its agents to pay any cost incurred in thepreparation or submission of a Bid or in the making of necessary travel, inspections, ordesigns for the proposed thereof.6 SOURCE EVALUATION AND SELECTION PROCESS6.1 The Board reserves the right to waive any irregularities or errors in the Bid Documents orresponse thereto as determined to be the in their best interest. Erasers or type-overs must be initial.Bid Forms that are not legible may not be read.8.3 The Bid shall contain an acknowledgment of receipt of Addenda in the space provided.8.4 Cost per testing method shall be determined by multiplying the Unit Cost for each testingmethod by the estimated quantity of tests anticipated each calendar year as provided in thebid schedule.8.5 Total annualized laboratory testing cost shall be determined as shown on the bid form.9 SUBMISSION OF BIDS9.1 Bids shall be submitted at the time and place indicated in the invitation for Bids info on pagetwo and shall be submitted in a sealed envelope as indicated therein.IFB 26-028 Annual Contract - Laboratory Testing ServicesPage 4 of 5010 MODIFICATIONS AND WITHDRAWAL OF BIDS10.1 Bids may be withdrawn at any time prior to the opening of Bids. Modifications to the Bidmust be made by complete withdrawal of a previous Bid and re-submittal of a new Bidprior to bid due date and time.11 OPENING OF BIDS11.1 Bids will be opened publicly & read in the Board room.11.2 A tabulation of the annualized amounts of the Bids will be made available after theopening of the Bids.12 AWARD OF CONTRACT12.1 The Board reserves the right to reject any and all Bids, to waive any and all informalitiesand to negotiate Contract terms with the Lowest Responsive and Responsible Bidder, andthe right to disregard all nonconforming, non-responsive or conditional Bids.Discrepancies between the indicated amount of any column of figures and the correctamount thereof will be resolved in favor of the correct amount.12.2 Errors in the extension of unit prices stated in a bid or in multiplication, division, additionor subtraction in a bid may be corrected by the MAWSS Purchasing Buyer prior toaward.
