Project Description: The City of Brownsville seeks to release this Request for Proposals (RFP) to engage a qualified consulting firm to conduct a comprehensive Stormwater Fee Study. The study will aim to develop a stormwater fee structure that is fair, equitable, and sustainable, ensuring compliance with all relevant Texas codes, including the Texas Local Government Code 552, the Clean Water Act, and MS4 (Municipal Separate Storm Sewer System) permit requirements. This initiative will support the city’s long-term stormwater management goals and address the need for enhanced infrastructure funding.
