REQUEST FOR PROPOSAL (RFP 2026-502)
Taylor County, Texas, is soliciting sealed proposals for Group Medical and Related Insurance Benefits.
• Deadline: Proposals must be received by 2:00 P.M., Thursday, June 18, 2026 , at the Taylor County Purchasing Office, 600 Pecan Street, Abilene, Texas 79602.
• Project Scope: Provision of Group Medical Insurance , Ancillary Lines (including Dental, Vision, Life, Disability, and more) , and a COBRA Administration program for the period of November 1, 2026, through October 31, 2027.
• Carrier Requirements: Insurance Carriers must have an A.M. Best rating of "A" or better , pay claims for at least 5,000 employee lives in Texas , and demonstrate the ability to process 90% of clean claims within 10 working days.
• Submission Format: Proposals must be sealed and marked "RFP 2026-502: Group Medical Insurance Proposal". The County requires one (1) paper copy and seven (7) copies on thumb drives (or 8 paper copies total).

Centrowill be Quoting all Ancillary Lines: Dental, Vision, Base Life & AD&D Voluntary Life, Short-Term DisabilityLong-Term Disability Critical Illness Accident Cancer, Hospital Indemnity, Emergency Transportation, WholeLife, MERP, Premium Saver, legal & Protections, and Tele Med for employees and dependents as set forth inthis proposal request for a period of November 1, 2026 through October 31, 2027, in accordance with thefollowing conditions. Proposals are also solicited to include a COBRA Administration program. Please bid eachcoverage separately. Public Opening of the proposals will be held in the PurchasingConference Room, at that time. Proposals must be sealed and clearly marked “RFP 2026- 502: GroupMedical Insurance Proposal”. The County has requested proposals be submitted with one paper copy and 7copies on thumb drives, if this is not possible, a total of 8 paper copies is required. Proposals are scheduled tobe awarded no later than Tuesday, July 28th, 2026. Anco Insurance, a HUB International Company will benegotiating the premiums with all bidders. TAYLOR COUNTY RESERVES THE RIGHT TO REFUSE ANY OR ALL PARTS OF ANY ORALL BIDS/PROPOSALS, TO WAIVE TECHNICALITY AND TO ACCEPT THE BID/PROPOSALWHICH IN ITS JUDGEMENT IS IN THE BEST INTEREST OF THE COUNTY. FURTHERMORE,TAYLOR COUNTY DOES NOT DISCRIMINATE ON THE BASIS OF RACE, COLOR,NATIONAL ORIGIN, SEX, RELIGION, AGE OR DISABILITY STATUS IN EMPLOYMENT ORPROVISION OF SERVICE.2. Bids/proposals shall conform to the attached specification. Any deviation may be grounds for rejectionof the bid/proposal.3. Upon acceptance and approval by the Commissioners Court this bid/proposal affects a working contractbetween Taylor County and the Vendor for a period of twelve (12) months. All considered proposalsshould have a rate guarantee of a minimum 12-month period.4. Bids/proposals must be received by the Purchasing Department prior to time and date specified. Lateproposals will be returned to the Proposer unopened. Taylor County will not be responsible for un-marked, or improperly marked proposals or proposals delivered to the wrong location.5. In accordance with Section 262.030 of the Texas Local Government Code all proposals shall be openedso as to avoid disclosures of content to competing vendors and kept secret during the process ofnegotiation. All proposals that have been submitted shall be available and open for public inspectionafter the contract is awarded, except for trade secrets and confidential information contained in theproposals and identified as such. After award, the public may inspect the proposals in the TaylorCounty Clerk’s Office.6. Certificate of Interested PartiesWith regards to Taylor County purchases, a vendor that is awarded a contract or purchase that requiresapproval from Commissioner’s Court is required to electronically create a Form 1295 through the TexasEthics Commission website https://www.ethics.state.tx.us/filinginfo/QuickFileAReport.php and submita signed copy of the form to the County. A contract, including County-issued purchase order, will notbe enforceable or legally binding until the County receives and acknowledges receipt of the properlycompleted Form 1295 from the awarded vendor.7. Bids/proposals may be withdrawn at any time prior to the official opening. Alterations made beforeopening time must be initialed by bidder guaranteeing authenticity.8. Either party may cancel this contract at any time for any reason of consistently unsatisfactory service tothe other party.9. The County has reserved the right to appoint Anco Insurance Manager LTD, A HUB InternationallyOwned Company, the authority to negotiate with responsible vendors who submit bids/proposals that aredetermined to be reasonably susceptible of being selected for award.10. Bid/proposal award shall be based on but not limited to the following factors:a. Premium Costb. Administrative Fees3c. Benefitsd. Special needs/requirements of Taylor Countye. Vendor’s past performance record with Taylor Countyf. Taylor County’s evaluation of vendor’s abilityg. Finale billed premium including broker commission11. If the bid/proposal is accepted and approved by Commissioner’s Court then this bid/proposal becomesthe contract and there are no oral agreements either expressed or implied. No different or additionalterms will become part of this contract with the exception of a change order approved byCommissioner’s Court.12. The vendor agrees if this bid/proposal is accepted, to furnish any and all services upon which prices areoffered, at the price(s) and upon the terms and condition contained in the specifications.13. Any interpretations, corrections or changes to this invitation for bid/proposal and specifications will bemade by addenda. Sole issuing authority of addenda shall be vested with the Taylor County Judgeand/or Anco Insurance Managers LTD, A HUB Internationally Owned Company. Addenda will befaxed and/or mailed to all who are known to have received a copy of this invitation for bid/proposal.Vendors must acknowledge receipt of all addenda.14. Although cost of product to be provided is an essential part of the bid/proposal, Taylor County is notobligated to award a contract on the sole basis of cost. Since there are important considerations involvedin selecting an insurance carrier, Taylor County will not be required to accept the lowest bid/proposal.15. Proposals shall be based upon a current employee census, which is located in Section IV.4SECTION III: Minimum Requirements1. Insurance Carriers submitted must have an A.M. Best rating of “A” or better. Non-profit companiesfiled with the Texas Department of Insurance shall also be considered.2. The Insurance Carrier must pay claims in Texas for at least 5,000 employee lives.3. The Insurance Carrier must be able to demonstrate the ability to process 90% of clean claims within10 working days from date of receipt. Please provide historical data and company standardsconcerning timeliness and quality measurements of claim processing and billing functions. Providedetails concerning customer service hours, procedures and quality measurements.4. The Insurance Carrier guarantees to provide complete claims information (as considered necessaryto prepare proposals) at least 75 days prior to renewal date if the county desires. This informationmust include, but not be limited to, paid claims on at least quarterly basis, detailed information on allclaims over $10,000 and top twenty providers ranked by dollars received. The Insurance Carrierfurther agrees to deliver the complete renewal no later than 60 days prior to renewal date.5. Provide three (3) references available to be contacted.6. Insurance Carrier must be available to assist with Open Enrollment prior to effective date ofNovember 1, 20267. Provide a schedule of benefits for each quoted plan.5
