All RFP documents will be available starting June 10, 2026 by downloading them at www.wayland.ma.us/bids.aspx .  Proposals must be submitted via mail/overnight delivery, or can be dropped off in person to Kelsi Power-Spirlet, Assistant Town Manager, 41 Cochituate Road, Wayland, MA 01778 no later than July 2, 2026 at 11:00AM ET. In accordance with M.G.L. c. 30B, § 6(d) the technical proposal and price proposal must be submitted separately. Additional information can be found in the complete RFP. The Town of Wayland reserve the right to accept or reject any and all proposals.

1. GENERAL INFORMATION
1.1. OVERVIEW
The Town of Wayland (hereinafter, “Town”), acting through its Town Manager, herby invites sealed
proposals from qualified consultants or firms (“hereinafter Consultant(s)) to conduct an evaluation of
Wayland’s affordable housing needs and to develop an update to the “Wayland Housing Production Plan”
consistent with the Massachusetts Executive Office of Housing and Livable Communities (EOHLC)
guidelines.
Please Note:
In accordance with M.G.L. c. 30B, § 6(d) the technical proposal and price proposal must be
submitted separately. Each proposal shall contain two (2) separate files, the first containing the
Technical Proposal, and the second containing the Price Proposal.
o The first file MUST not contain any reference to the price proposal and both files must
be easily identified. See Section 5 for more information.
Proposals must be received before July 2, 2026 at 11:00AM. Late proposals will not be
considered. See Section 5 for more details.
The estimated cost for this project is $60,000.

Once downloaded from the website, please email procurement@wayland.ma.us the company name,
physical address, email address, phone number, IFB Number (IFB# 26-1027) and project title to be added
to the Bidders List, and to be notified of any/all addenda.
1.3. QUESTIONS
Proposers are requested to immediately and thoroughly review the RFP and promptly notify the Town of
any ambiguity, inconsistency, or error which they may discover. Direct all inquiries to Kelsi Power-
Spirlet, Assistant Town Manager via e-mail at kpowerspirlet@wayland.ma.us. No inquiries will be
accepted within three business days prior to the proposal due date.
Response to inquiries that affect all proposers will be issued as addenda. The Town will not provide,
authorize, or honor any alleged oral interpretations.
1.4. ADDENDA
Written addenda issued by the Town will be e-mailed to all parties that the Town is aware have requested
documents using the contact information provided. A copy of any addendum issued, if necessary will be
posted to the Town Website on www.wayland.ma.us/bids.aspx. Absence of “failure” messages
electronically transmitted from addressee’s site will serve as confirmation of delivery of addenda.
Proposers should contact Kelsi Power-Spirlet via e-mail or phone if they believe an addendum has not
been received.
Proposers must confirm acceptance of all addenda by completing the Acknowledgement of All Issued
Addenda Form in Appendix A.
1.5. APPLICABLE LAWS AND CERTIFICATIONS
All Proposals and the awarding of any contract are subject to the provisions of M.G.L. c.30B § 6.
2. SCOPE OF WORK
2.1. BACKGROUND AND OVERVIEW
The Town of Wayland, MA has a population of 14,536. Wayland is located in Middlesex County just
north of the Massachusetts Turnpike (17 miles from Boston and 28 miles from Worcester), Wayland’s
total area is 15.9 square miles and contains 5,296 housing units (91% owner occupied and 9% rented).
Widely regarded as one of the best places to raise a family in Massachusetts, Wayland offers residents a
very safe environment, a sparse suburban feel, and an excellent school system. It is an accessible and
attractive suburb of Boston with convenient access to the businesses and industries located along Route
128 and to the Massachusetts Turnpike. Wayland is bordered by Weston, Natick, Framingham, Sudbury,
and Lincoln.
The Town provides a full range of general governmental services including, police and fire protection;
emergency medical services; disposal and recycling of solid waste; water; public works; parks and
recreation; land conservation; public health and human resources services.
Wayland is governed by Open Town Meeting and a five-member Select Board. Local legislative
decisions are made by Town Meeting, which consists of registered voters. Subject to Town Meeting
decisions, and pursuant to the Chapter 33 of the Acts of 2022, An Act Creating Select Board-Town
Manager Form of Government in the Town of Wayland, the Town Manager oversees daily operations for
all municipal service delivery. Matters of policy are referred first to the Town’s Select Board, who are
