Specifics are provided hereinafter.Sealed bids subject to the terms and conditions set forth herein will be received bythe Purchasing Division of the Lake County Administrative Office only (do NOTemail bid), located on the first floor of the County Courthouse at 255 North ForbesStreet, Lakeport, California, until 3:00 p.m. on , June 24th 2026 at which time theywill be publicly opened. Any bid received after this time and date shall not beconsidered. The Administrative office hours are Monday through Friday, 8:00 A.M.to 5:00 P.M.For further information contact: Damien Marks at (707) 263-2221.SCOPE OF WORK1. The County is soliciting bids for the provision of Abatement Services. The purposeof the Invitation for Bids is to establish availability and pricing for the services listedherewithin. Once service rates and agreements have been established with vendors forthe described services, the Code Enforcement Division will determineavailability/serviceability of the vendor for each job and in each location prior toassignment of the job.2. Vendors are invited to bid in accordance with the specifications established herein.3. Bid Pricing: Bid prices shall be submitted as an hourly rate or any otherappropriate scale for bidding.4. Contract Pricing Terms: The resulting Agreement shall be for a one-year term.Contract pricing shall remain firm for each twelve (12) month period.5. Performance Requirements:A. Should the vendor have a contract with multiple County of Lake departments, thevendor shall invoice each department separately.B. Vendor shall pay for all fees, permits, and licenses required for abatement work.C. Insurance and Indemnification: Vendor will be required to provide evidence ofWorkers Compensation Insurance on all its employees and to procure and maintain, atVendor’s own expense, upon themselves and their employees at all times during thecourse of this Agreement, Commercial General Liability and Automobile LiabilityInsurance, in an amount of not less than One Million dollars ($1,000,000.00) combinedsingle limit coverage per occurrence.GENERAL PROVISIONS1. The Board of Supervisors reserves the right to accept or reject any or all of theitems bid and waive any minor irregularities.2. Bid Withdrawal: A bidder may withdraw its bid at any time prior to the hour setfor opening of bids. No withdrawal or modification will be permitted after the hourdesignated for opening of bids.3. The County may make such investigations as it deems necessary to determinethe ability of the bidder to perform the work, and the bidder shall furnish to the Countyall such information and data for this purpose as the County may request. The Countyreserves the right to reject any bid if the evidence submitted by, or investigation of, suchbidder fails to satisfy the County that such bidder is properly qualified to carry out theobligations of the prospective contract and/or to complete the work proposed herein.4. Submittal and receipt of bids does not obligate the County of Lake in any way.The County is not liable for any costs incurred by the bidders in the preparation,presentation or in any other aspect of the bid and/or evaluation effort.5. After bids have been submitted, the bidder shall not assert that there was amisunderstanding concerning the quantities of work or of the nature of the work to bedone. Information obtained from an officer, agent, or employee of the County or anyother person shall not affect the risks or obligations assumed by the bidder or relievethem from fulfilling any of the conditions of the bid or its prospective contract.Page 2 of 76. Each Bidder shall inform themselves, and the bidder awarded a contract shallcomply with, State and local laws, statutes, and ordinances and generally acceptedindustry standards relative to the execution of the material supplied or work performed.This requirement includes, but is not limited to, applicable regulations concerningemployment of labor, protection of public and employee safety and health,environmental protection, the protection of natural resources, fire protection, burningand non-burning requirements, permits, fees, and similar subjects.7. Award: The County intends to award multiple contracts to multiple vendors for allservices identified herein. Awards will be recommended to the lowest responsive,responsible and qualified bidder(s) that meet or exceed all specifications.BID COMPLIANCE1. Bid should be signed and dated in ink. Information required on all other pagesmust be completed in ink or typewritten.2. Each bid must be submitted on original Bid Form in a sealed envelope with thebid number and bidders name on the outside.3. The undersigned bidder agrees to provide all the supplies, materials and/orservices on which prices are quoted hereinafter.4. Incomplete or altered bids may be rejected.5. Failure on the part of the bidder to comply with all requirements and conditions ofthis Invitation for Bids and its specifications are grounds for the County to reject saidbid. Nevertheless, the County reserves the right to waive a variation in specification if inthe sole opinion of the County; such variation does not materially change the item or itsperformance within parameters acceptable to the County6. Bid Protests Procedure: The County of Lake will follow the Appeal Procedure intheir Purchasing Ordinance as follows:6.1 Appeal Procedure:Any party with a direct financial interest who is aggrieved by any alleged materialirregularity in connection with the intended IFB award, may file a protest with thePurchasing Agent or Assistant Purchasing Agent, where such protest is based onalleged violations of Federal, State, or local law or ordinance, or alleged materialirregularity in either the County's invitation or in the proposal to which an award isintended. Generally, non-material irregularities in an IFB response are those thatsubstantially conform to the IFB requirements and do not affect the IFB price, time orconditions in such a way as to affect the amount of the IFB or provide a competitivePage 3 of 7advantage or benefit not allowed to other bidders. Material irregularities in an invitationprovide a competitive advantage or benefit to one (1) bidder that is not enjoyed by otherbidders. The Purchasing Agent or Assistant Purchasing Agent may determine whetheran alleged irregularity exists and whether it is material or non-material and shall havethe authority to waive non-material irregularities. An IFB protest must:(a) Be written,(b) State the specific alleged violation of law or alleged material irregularity,(c) Request a determination of the appeal,(d) Provide a telephone number and email address at which the appellant can becontacted,(e) Be filed no later than seven (7) days after the date of the Notice of Intent toAward Letter and/or formal Bid Opening (holidays excepted). Any protest filed after thistime will not be considered.6.2 The party filing the appeal ("appellant") must concurrently transmit a copy of allappeal documents and any attachments to all other parties with a direct financialinterest which may be adversely affected by the determination of the appeal.6.3 Within seventy-two (72) hours of receipt of appeal, the Purchasing Agentor Assistant Purchasing Agent shall provide written notification to the appellant ofthe determination. A determination under this procedure shall be final except thatthe Purchasing Agent's decision may be appealed to the County AdministrativeOfficer in writing within forty-eight (48) hours from the Purchasing Agent's orAssistant Purchasing Agent's notification to appellant.7. Subcontracts: The prospective use of subcontractors must be declared as partof the bidders’ response.
