Sealed bids must be received electronically by the City no later than 2 pm onFebruary 19, 2026. Bidders must allow time for the electronic transmission to complete to avoid a latesubmittal. There will be no public bid opening for this project. Bid results will be posted on the City’sweb page at: https://www.mercerisland.gov/rfps.Bidder questions are to be directed to Rebecca Corigliano, Transportation Engineer, by email only atrebecca.corigliano@mercerisland.gov. The City will receive questions until 1 pm on February 12, 2026.Questions received after this date will not be answered. All questions and responses will be posted in anaddendum by February 17, 2026 to the Builders Exchange site.Work to be performed under this contract includes improvements at five sites across the City including:• Site 1, 76th Ave SE west of SE 27th St: Upgrade existing mid-block crossing including refugeisland, curb ramps, illumination, channelization, and RRFB enhancement.• Site 2, N Mercer Way & SE 22nd St: Upgrade existing curb ramps to meet ADA standards andinstall illumination, channelization, and signing for mid-block crossing.• Site 3, 77th Ave SE & SE 29th St: Upgrade existing curb ramps to meet ADA standards and installchannelization and signing.• Site 4, 84th Ave SE & SE 26th St: Upgrade existing curb ramps to meet ADA standards and installchannelization and signing.• Site 5, 84th Ave SE north of SE 26th St: Construct curb ramps and install channelization andsigning for mid-block crossing.The City reserves the right to reject any and all bids and to waive minor irregularities.Plans, specifications, addenda, and bidders list are available on-line through Builders Exchange ofWashington, Inc. at http://www.bxwa.com. Have a current certificate of registration as a contractor in compliance with chapter18.27 RCW; andB. Have a current Washington Unified Business Identifier (UBI) number; andC. If applicable:i.Have Industrial Insurance (workers’ compensation) coverage for the bidder’semployees working in Washington, as required in Title 51 RCW; andii. Have a Washington Employment Security Department number, as required inTitle 50 RCW; andiii. Have a Washington Department of Revenue state excise tax registrationnumber, as required in Title 82 RCW; andiv. Have an electrical contractor license, if required by Chapter 19.28 RCW; andv.
